사직서 낸 박재완 충북도의원 '최단 임기' 불명예 안을 듯

16일 사직 처리되면 '5개월+1일' 재임…참여 회기는 4차례

보은선거구 내년 3번째 보궐선거 가능성 "전국적 드문 일"

도의회는 이달 16일 열리는 385회 임시회 2차 본회의서 박 의원의 사직 안건을 처리할 예정이다.

지난 4월 15일 총선과 함께 치러진 재선거를 통해 도의회에 입성한 그는 선거구 내 마을 이장들에게 금품과 식사를 제공한 혐의로 불구속 입건됐다.

시민단체의 사퇴 요구가 이어지자 그는 지난 8일 의사사무처에 사직서를 냈다.

그가 처한 상황 등을 감안할 때 이변이 없는한 사직원은 받아들여질 것으로 보인다.

그렇게 되면 박 의원은 5개월하고 딱 하루 더 도의원직을 수행하게 된다. 충북도의회 사상 가장 짧은 기록이다.

지금까지 최단 임기 기록은 박한규 전 도의원이 보유했다.

2010년 6월 지방선거에 당선된 그는 허위학력이 기재된 명함 123장을 선거구민에게 돌린 혐의로 재판에 넘겨진 뒤 그해 12월 23일 벌금 150만원이 확정돼 의원직을 상실했다.

재임 기간은 박재완 의원보다 13일 더 많은 '5개월+14일'이다.

박재완 의원은 짧은 재임 기간 만큼 4차례 회기를 경험하는 데 그쳤다.

당선 후 첫 출석한 4월 회기(21∼29일)와 후반기 원구성 파행으로 이틀 만에 끝난 7월 회기(7∼8일)를 제외하면, 정상적으로 소화한 회기는 6월(8∼25일)과 9월(3∼16일) 2차례에 불과하다.

박 의원은 사전선거운동 혐의로 벌금 100만원을 선고받은 하유정 전 의원을 대신해 도의원 배지를 달았다.

그러나 그마저 중도퇴진할 경우 보은선거구는 또 보궐선거를 치르게 된다. 11대 도의회에서만 연거푸 3차례 도의원을 뽑는 보기 드문 장면을 연출하는 것이다.

같은 선거구에서 임기 중 3차례 반복해 선거를 치르기는 매우 이례적이다.

충북에서는 2016년 11월 임각수 전 괴산군수가 수뢰 혐의로 기소돼 징역 5년을 선고받고 영어의 몸이 된 뒤 보궐선거로 당선된 나용찬 전 군수가 1년 만에 선거법에 걸려 재차 낙마한 바 있다.

그러나 당시는 잔여 임기가 채 3개월도 안 돼 3번째 선거를 생략하고 군수 자리를 공석으로 뒀다.

충북도선거관리위원회 관계자는 "도의회에서 박 의원의 궐의를 통보해오면 보궐선거 시행 여부를 결정하게 되는데, 잔여 임기가 1년 넘게 남아 있어 특별한 사유가 없는 한 보궐선거를 치를 가능성이 높다"고 말했다.

그러면서 "정확한 기록은 확인못했지만 같은 선거구에서 임기 중 3차례 재보궐선거를 반복하는 것은 전국적으로도 매우 드문 일이 될 것"이라고 덧붙였다.

박 의원 사직에 따라 보궐선거 시행이 결정되면 관련 법에 따라 3번째 선거는 내년 4월 7일 치르게 된다.
