프랑스 의회로 간 한국대사 "비상사태에는 비상한 조치도 필요"

상원 청문회서 코로나 방역상황 공유…주한프랑스 대사도 화상 참여

프랑스 의원들, 질본 역할·공항 검역절차·해수욕장 통제 관심

(파리=연합뉴스) 현혜란 특파원 = "개인의 자유, 사생활 보호도 중요하지만 신종 코로나바이러스 감염증(코로나19) 확산과 같은 비상한 사태에는 국민의 생명권 보호를 위해 비상한 조치도 필요하지 않나 싶습니다."

프랑스 상원의 코로나19 전염병 위기 대응 공공정책 평가를 위한 조사위원회가 9일(현지시간) 오전 개최한 청문회에 참석한 최종문 주프랑스 한국대사는 이같이 말했다.

조사위원회 초청으로 상원을 찾은 최 대사는 한국이 과거 뼈아픈 경험을 바탕으로 구축해놓은 시스템이 있었기 때문에 오늘날 코로나19와 싸움에서 비교적 선방할 수 있었다고 소개했다.

특히 코로나19 확산 초기부터 질병관리본부(질본)가 중심에 서서 진단, 추적, 치료의 삼박자를 제대로 맞췄기 때문에 전면 봉쇄, 국경 폐쇄 없이 사태 악화를 막는 게 가능했다고 최 대사는 강조했다.

질본은 사스(SARS·중증급성호흡기증후군) 유행을 계기로 2004년 1월 탄생해 메르스(MERS·중동호흡기증후군) 사태 직후인 2016년 1월 권한이 강화돼 컨트롤 타워 기능을 갖게 됐다.

질본과 지방자치단체가 신용카드 사용기록, 폐쇄회로(CC)TV, 휴대폰 위치정보시스템(GPS) 등을 활용해 확진자의 동선을 파악하고 접촉자를 선제적으로 분류해낼 수 있었던 것도 주요한 성공 요인으로 꼽았다.

프랑스 등 여러 유럽 국가가 사생활 보호 등을 이유로 확진자 동선 공개에 거부감을 갖고 있다는 점을 염두에 둔 듯, 최 대사는 역학조사에 CCTV 등을 활용하는 이유는 정확한 조사를 돕기 위해서라고 부연했다.

최 대사는 "사흘 전, 일주일 전 자신이 어디서 무엇을 했는지 정확히 기억하기 어렵기 때문에 잃어버린 기억을 되살려주는 측면이 강하다"고 말했다.

그러면서 "이 모든 절차는 국회에서 전문가와 시민사회, 여론을 충분히 반영한 뒤 통과된 법에 기반을 두고 있으며 국가인권위원회가 제시한 지침을 따르고 있다"고 덧붙였다.

코로나19 확진을 받더라도 증상이 심각하지 않다면 전국에 마련한 생활치료센터 140여곳에 임시격리된다는 점 또한 여타 국가와 차이점이라고 설명했다.

최 대사는 "이 모든 것들은 국민들의 적극적인 협조 없이 불가능했다"며 "사람 간 접촉을 최소화하고 불필요한 여행과 활동을 자제해달라는 정부의 캠페인에 국민들이 적극적으로 호응했다"고 말했다.

화상으로 이날 청문회에 함께한 필립 르포르 주한국 프랑스대사는 "한국은 코로나19 위기를 굉장히 집약적으로 잘 처리했다"며 "빠른 초기 대응으로 작은 불씨를 잡았기 때문에 큰불을 막을 수 있었다"고 말했다.

르포르 대사는 한국이 확진자와 자가격리자의 동선, 위치정보를 파악하는 등 프랑스보다 "조금 더 엄격한 통제가 이뤄졌다"며 질본을 중심으로 하는 한국의 코로나19 방역 체계는 "군사적 모델에 가깝다"고 평가했다.

꼬박 2시간 동안 진행된 이날 청문회에는 조사위 소속 의원 10여명이 참석했으며, 최 대사와 르포르 대사에게 끊임없이 질문을 던졌다.

의원들은 프랑스에는 없는 질본의 조직체계, 인적구성, 운영방식 등에 큰 궁금증을 가졌고, 프랑스와 달리 공항으로 들어오는 모든 사람을 대상으로 어떻게 코로나19 검사를 할 수 있는지에도 관심을 보였다.

프랑스의 경우 여름 휴가철이 끝나고 나서 코로나19 신규 확진자 수가 많이 늘어났는데, 한국에서는 어떤 식으로 대처했는지 묻기도 했다.

앞서 최 대사가 "지난여름 휴가 기간에 약 700만명이 부산 해운대 해수욕장을 찾았지만, 대규모 감염사태가 발생하지 않았다"고 발언한 데 따른 추가 질문이었다.

최 대사는 "해수욕장에서 2ｍ 이상 거리를 유지하고, 지난해보다 파라솔 설치를 절반으로 줄이고 탈의실 관리 규정을 엄격히 적용했다"며 "휴가 온 사람들도 이를 기꺼이 따랐다"고 답했다.

상원 사회복지위원장인 알랭 밀롱 공화당 의원이 위원장을 맡고 있는 조사위원회는 총 36명으로 구성됐으며, 프랑스 정부의 코로나19 대책을 평가하기 위해 지난 7월 1일 발족했다.

조사위원회는 그간 코로나19를 주제로 각종 청문회와 유관회의를 개최해왔으나 외국 인사를 초청한 것은 이번이 처음이다. 한국을 초청한 청문회 후에는 대만 측이 참석한 청문회가 이어졌다.
