독일, 2년 내 공공의료 인력 5천명 증원키로

집권당 다수파, '의대 정원 5천명 확대' 당론으로

(베를린=연합뉴스) 이광빈 특파원 = 독일 정부가 신종 코로나바이러스 감염증(코로나19) 확산 사태를 계기로 공공의료 서비스 인력을 2년 내로 5천명 늘리기로 했다.

독일 연방정부와 주 정부 보건장관들은 지난 5일(현지시간) 이같은 골자의 '공공의료 종합대책'에 합의했다.

대책에는 내년 말까지 지방 보건행정 및 보건전문 기관에 의료·보건 인력 및 행정인력 1천500명을 신규 채용하기로 했다.

추가로 2022년 말까지 보건 분야 인력을 3천명 늘리기로 했다.

관련 인력은 의사, 간호사, 행정요원 등을 포함한 것이다.

보건분야의 디지털화에도 투자를 늘리기로 했다. 독일은 코로나19 확산 사태 속에서 지역 보건소와 주정부 간에 확진자 집계를 위한 디지털 시스템이 구축되지 않아 지연 집계 등의 문제점이 지적돼왔다.

연방정부는 이를 위해 40억 유로(약 5조6천160억 원)의 예산을 투입하기로 했다.

옌스 슈판 보건부 장관은 "우리의 목표는 독일 전역에서 보건 시스템을 현대화하고 네트워크화하는 것"이라고 말했다.

이와 관련해 앞서 독일 대연정 다수파인 기독민주당·기독사회당 연합 의원단은 지난 4일 비공개회의에서 중기적으로 의대 입학 정원을 5천명 늘리기로 했다.

현재 독일 전체의 의대 입학 정원은 1만명 정도다.

기민당·기사당 연합은 베이비붐 세대가 은퇴하는 2030년에 의사 수가 대폭 줄어들기 때문에 대책이 필요하다는 입장이다.

독일 의학협회 통계에 따르면 의사들의 8%가 65세 이상이고, 12%가 60∼65세다.

기민당·기사당 연합은 각 지역당에 이런 당론을 전달하기로 했다.

독일에서 의료·교육 정책은 지방정부 소관이기 때문에 기민당·기사당 연합 의원단의 이번 합의 사항이 실효성을 갖지 않는다.

다만, 기민당·기사당 지역당을 압박할 수 있고, 중앙 정부에서 관련 예산의 확보 논의에도 긍정적으로 작용할 수 있다.

지난해부터 각 지방정부는 의대 정원 확대 및 지방 의사 확대 문제를 놓고 논의를 확대해오고 있다.
