(서울=연합뉴스) 정래원 기자 = 북한 김정은 국무위원장이 지난 13일 수해복구 방안을 논의하는 노동당 정치국 회의를 연 뒤 수해복구 전담 기구를 설치하고 각지에서 복구사업에 박차를 가하고 있다.

노동당 기관지 노동신문은 16일 '당중앙위원회 제7기 제16차 정치국 회의 결정을 높이 받들고 큰물 피해복구에 총력을 집중하자' 제목의 사설에서 회의 결정 사항을 이행할 것을 촉구하고, 수재민 생활 보전을 강조했다.

신문은 "이번 정치국 회의에서 내세운 가장 중요하고 절박한 과업은 모든 힘을 집중하여 큰물 피해를 빨리 가시고 인민들에게 안정된 생활을 보장하는 것"이라면서 "수재민들의 생활을 안착시키기 위한 사업을 선차적으로 틀어쥐고 나가야 한다"고 강조했다.

임시 거주지에 머무는 주민들을 위해 식량과 물, 땔감, 의료품을 지급하고, 부상자에 대한 치료 대책을 세우는 사업 등이 구체적으로 언급됐다.

수해 복구작업을 전반적으로 지휘하는 컨트롤타워 격의 기구도 신설된 것으로 보인다.

신문은 "큰물피해복구중앙지휘부에서는 피해복구를 위한 작전을 주도세밀하게 하고 복구사업 전반을 손금보듯 장악하며 제기되는 문제들을 제때 대책하면서 박력 있게 추진하여야 한다"며 이 기구를 처음으로 언급했다.

이어 "각 부문에서는 큰물피해복구지휘부의 지휘와 통제에 철저히 복종하는 엄격한 규율을 세워야 한다"면서 힘을 실었다.

텐트에 모인 북한 수재민들

폭우로 농경지 여러 군데가 침수되면서 작황 부진을 막기 위한 복구사업도 한창이다.

신문은 별도 기사에서 농업성에서는 황해남북도와 강원도를 비롯한 농촌에 일꾼을 파견했고, 황해북도에는 군과 주민이 협력해 복구 작업에 힘쓰고 있다고 전했다.

또 강원도 김화군과 철원·회양·창도군, 황해남도 안악·배천·연안·재령군에서도 침수된 농경지와 관개 수로를 복구하는 작업이 진행 중이라고 덧붙였다.

신문은 "당이 결심하면 우리는 한다는 신념의 구호를 높이 들고 한마음 한뜻으로 떨쳐나섰다"면서 인민군대와 각급 당, 근로 단체, 정치기관 등도 수해 복구에 힘을 보태고 있다고 전했다.

나아가 "공공건물과 도로, 다리, 철길, 언제(댐), 해안방조제복구사업을 먼 훗날에도 손색이 없게 진행하여야 한다"면서 복구뿐만 아니라 피해 재발을 막기 위해서도 노력해야 한다고 당부했다.

이를 위해 공장과 기업에서는 시멘트와 철강 자재를 신속히 생산해 공급할 수 있도록 '생산 돌격전'을 펼치고 있다.

신문은 "큰물 피해복구사업을 힘있게 내밀어 당 창건 기념일을 진정한 인민의 명절로 빛내야 한다"면서 복구사업을 오는 10월 10일 예정된 노동당 창건 75주년 행사의 전초전으로 추켜세웠다.

이날 노동신문은 정치국 회의에 뒤이은 수해 복구사업 소식을 3개 면에 걸쳐 실으며 피해복구와 내부 결속 의지를 다졌다.
