베이루트 폭발 피해 '눈덩이'…4천여명 사상에 이재민 30만명

피해액 3.5조∼6조원 추산…레바논 정부, 사고 개연성에 무게

각국 애도·구호 손길 이어져

(카이로=연합뉴스) 노재현 특파원 = 레바논의 수도 베이루트 항구에서 4일(현지시간) 오후 발생한 폭발 참사의 인명피해가 계속 커지고 있다.

레바논 적십자는 폭발로 인한 사망자가 100명, 부상자가 4천명을 각각 넘었고 이재민이 30만명이라고 5일 전했다.

또 레바논 정부는 폭발 참사에 대한 원인 규명에 본격적으로 나섰다.

레바논 당국은 일단 두차례 큰 폭발이 인화성 물질인 질산암모늄에서 비롯된 것으로 추정했다.

이런 가운데 미국, 프랑스, 독일 등 각국에서 레바논을 돕기 위한 구호 의사를 밝혔다.

◇ 베이루트 절반 이상 피해…사상자 더 늘어날 듯

베이루트 당국은 5일 이번 폭발로 30만명이 갈 곳을 잃는 등 도시 절반 이상이 피해를 봤다고 집계했다.

마완 아부드 베이루트 주지사는 5일 "베이루트 폭발 참사로 25만∼30만명이 집을 잃은 것으로 생각된다"면서 "피해액은 30억∼50억 달러(5조9천400억원)에 이를 것"이라고 말했다.

그는 당국이 현재 공식적으로 피해를 집계하고 있다면서 폭발로 도시의 절반 이상이 피해를 봤다고 설명했다.

세계은행에 따르면 2019년 레바논의 국내총생산(GDP)은 530억 달러로 추산되는 점을 생각할 때 폭발 피해 규모가 연간 국내총생산의 10%가량 되는 셈이다.

인명피해도 계속 불어나고 있다.

아부드 베이루트 주지사도 현지 라디오 방송에서 "소방관들을 포함해 100명 이상이 실종됐다"고 밝혀 사상자가 더 늘어날 것으로 우려된다.

◇ 레바논 정부, 사고 개연성에 무게…대통령 "책임자 처벌"

레바논 정부는 일단 폭발이 특정 세력의 공격이 아니라 사고로 비롯된 개연성에 무게를 두며 신중한 모습이다.

하산 디아브 레바논 총리는 기자회견에서 "폭발이 발생한 베이루트 항구 창고에는 약 2천750톤의 질산암모늄이 6년간 보관돼 있었다"고 말했다.

또 2014년 폭발성이 강한 물질들이 베이루트 내 안전조치 없이 저장돼있어 위험하다는 보고서를 받은 바 있다는 사실도 공개했다.

이번에 폭발한 질산암모늄은 2013년 베이루트항에 나포된 배에서 하역해 항구 창고에 보관 중이었던 것으로 알려졌다.

AFP통신 등에 따르면 질산암모늄은 액체에 잘 용해되는 흰색 고체로 보통 암모니아와 질산을 반응시켜 만든다. 제조 비용이 낮아 비료로 많이 활용된다.

레바논 당국은 질산암모늄 폭발을 일으킨 정확한 원인을 조사하고 있다.

미셸 아운 레바논 대통령은 이날 폭발 현장을 방문했다.

아운 대통령은 내각회의에서 "지난 밤 베이루트를 강타한 재앙을 형언할 수 없다"며 폭발 사건에 대한 조사를 거쳐 책임자들은 처벌받을 것이라고 강조했다.

레바논 최고국방위원회는 폭발 참사를 조사한 뒤 5일 안에 그 결과를 발표할 예정이다.

일각에서는 레바논의 이슬람 시아파 무장정파 헤즈볼라나 이스라엘이 폭발에 개입했을 가능성에 주목하고 있다.

그러나 레바논과 적대관계인 이스라엘 관리들은 베이루트 폭발이 이스라엘과 무관하다고 주장했다.

헤즈볼라도 사실상 폭발에 개입하지 않았다는 태도를 보였다.

헤즈볼라는 5일 성명으로 레바논 국민이 비극 앞에서 단합해야 한다며 유가족들에게 애도를 표한다고 밝혔다.

◇ 세계 각국 애도·지원 의사 표명

세계 각국은 일제히 베이루트의 폭발 참사에 애도를 표명하고 구호 손길을 내밀었다.

과거 레바논을 식민지로 뒀던 프랑스가 발 빠르게 움직였다.

프랑스 대통령실은 에마뉘엘 마크롱 대통령이 폭발 사고 지원을 논의하기 위해 6일 레바논을 방문할 예정이라고 밝혔다.

프랑스 정부는 이번 참사 수습을 지원하기 위한 장비와 인력을 이미 급파했다.

보리스 존슨 영국 총리도 트위터로 희생자들을 위로하면서 레바논 국민을 어떤 식으로든 지원할 준비가 됐다고 밝혔다.

또 마이크 폼페이오 미국 국무장관은 성명으로 "레바논 국민이 이 비극에서 회복하도록 지원할 준비가 돼 있다"고 말했다.

앙겔라 메르켈 독일 총리는 대변인을 통해 "참사 관련 보도와 사진을 접하고 상당히 충격받았다"면서 "레바논 정부에 지원 의사를 알릴 것"이라고 밝혔다.

레바논 헤즈볼라와 적대관계를 이어 온 이스라엘도 구호 대열에 동참했다.

베냐민 네타냐후 이스라엘 총리는 자국 국가안보위원회(NSC)에 지시를 내려 레바논을 도울 방법에 대해 니콜라이 믈라데노프 유엔 중동특사와 상의하라고 지시했다.

유엔은 성명에서 "안토니우 구테흐스 유엔 사무총장이 레바논 정부와 유족에 깊은 위로를 표했다"면서 "레바논 주재 유엔 직원을 포함한 모든 부상자가 신속히 회복할 수 있길 바란다"고 밝혔다.

프란치스코 교황도 이날 수요 일반 알현 훈화에서 "어제 베이루트 항구 지역에서 발생한 매우 강력한 폭발로 수많은 사람이 죽고 다쳤다"며 "모든 희생자와 유족을 위해 기도하자"고 제안했다.
