프란치스코 교황, 나일강 댐 분쟁 3개국에 대화 촉구

(요하네스버그=연합뉴스) 김성진 특파원 = 프란치스코 교황이 15일(현지시간) 나일강 댐 분쟁과 관련, 이집트·에티오피아·수단 3개국에 대화로 문제를 풀 것을 촉구했다고 로이터통신이 전했다.

교황은 성모승천대축일인 이날 삼종기도 훈화에서 "난 모든 당사국이 대화의 길로 계속 걸어가도록 초대한다"면서 "그 영구적인 강이 지속해서 생명의 근원이 되고, 분열이 아닌 단합을 도모하며 적대와 오해, 갈등이 아닌 우정과 번영, 형제애를 가꾸는 것이 되길 바란다"고 말했다.

문제의 '그랜드 에티오피아 르네상스 댐'(르네상스댐)은 에티오피아가 수단 접경 15㎞ 정도 지점의 청나일강(나일강 상류)에 짓고 있는 댐으로, 3개국의 갈등의 원인이 돼왔다.

2011년 공사가 시작된 르네상스댐은 공정률이 70%를 넘었고 2023년 완공되면 아프리카에서 최대 규모의 댐이 될 전망이다.

에티오피아는 전력난 해소, 경제 개발을 위해서는 르네상스댐이 꼭 필요하다는 입장이지만, 나일강 하류 국가인 이집트는 이 댐이 건설되면 에티오피아를 거쳐 유입되는 나일강 수량이 크게 줄 수 있다는 이유로 반발하고 있다. 수단은 댐의 안전 문제를 우려하고 있다.

이집트, 에티오피아, 수단은 작년 11월부터 미국 등의 중재로 르네상스댐과 관련한 협상을 했지만, 담수량 등을 둘러싼 이견으로 합의를 이루지 못하고 있다.
