(서울=연합뉴스) 오예진 기자 = 앞으로 요트 등을 이용할 수 있는 마리나항만 시설에 대해 안전점검을 하지 않으면 사업자는 최대 240만원의 과태료를 물게 된다.

해양수산부는 마리나 항만 사업자에 부과하는 과태료 기준을 세분화하고 구체적인 금액을 정한 '마리나항만의 조성 및 관리 등에 관한 법률 시행령 일부 개정안'이 국무회의를 통과했다고 18일 밝혔다.

기존에는 안전점검을 제대로 하지 않으면 무조건 200만원의 과태료를 물도록 했으나, 개정안은 첫 적발 때는 90만원, 2번째 적발에는 150만원의 과태료를 내도록 했다. 세 번째로 안전점검 위반이 적발되면 240만원의 과태료를 부과한다.

개정안은 마리나 항만시설 이용약관을 관계 기관에 신고하지 않거나 이용 요금 등을 게시하지 않은 경우에 대해서도 기존 20만원이던 과태료를 적발 횟수에 따라 60만∼160만원으로 상향 조정했다.

국무회의에서는 먹는 해양심층수 제조업자가 영업정지에 해당하는 법 위반을 했을 때 과징금을 최대 1억원까지 내도록 하는 내용의 '해양심층수의 개발 및 관리에 관한 법률 시행령 일부 개정안'도 의결됐다.

이는 기존에 업체의 연간 매출액 구간별로 정해진 과징금의 1일 기준 금액을 2배씩 상향 조정한 것이다.

아울러 신항만건설이 예정된 지역의 사업체에 대해 계약특례, 지역 주민 고용우대 등을 할 수 있도록 지원계획의 수립, 승인, 취소 등을 할 수 있는 조건을 명확히 하는 내용의 '신항만건설촉진법 시행 일부 개정안'도 국무회의를 통과했다.

이밖에 수협에 대해 각 지역 조합이 직전 회계연도 말 기준으로 예금자보호기금 적립액의 목표 규모를 채우면 구간별로 지역조합이 중앙회에 내는 예금자 보호용 보험료를 30∼100％ 감면해주는 내용의 '수협 구조개선에 관한 법률 시행령 일부 개정안'이 국무회의를 통과했다.

이는 수협 금융의 부실예방과 안정적인 운용을 위해 수협 상호금융의 예금자보호기금 적립방식에 대해 일정량의 기금을 확보해 놓도록 한 목표기금제가 19일부터 새로 시행되는 데 따른 조치다.
