(서울=연합뉴스) 김경윤 박수윤 기자 = 북한에서도 18일째 비 소식이 이어지며 피해 우려가 커지고 있다.

특히 대표적인 곡창지 황해도에 강우량이 집중되면서 농작물에 피해가 예상되고, 남측과 가까운 댐에서 추가 방류할 수 있어 대비가 필요할 것으로 보인다.

북한 기상수문국(기상청)은 지난 1일 0시부터 5일 오후 2시까지 닷새간 강원도 평강군에만 733㎜의 비가 쏟아졌다고 밝혔다.

조선중앙TV가 이날 공개한 강원도 금강군 전경을 보면 도로가 침수돼 온통 흙탕물로 뒤덮였다. 차들은 바퀴가 반쯤 물에 잠긴 채 힘겹게 도로를 지난다.

리성민 기상수문국 부대장은 "이처럼 많은 비가 내린 데다 앞으로 또 많은 비가 내릴 것이 예견되므로 주요 하천 저수지에 큰물(홍수)경보가 내려졌다"며 "대동강 유역, 청천강 유역, 예성호, 연백호, 금야호에서 수위가 높아져서 경고 수위를 초과하게 되고 방출량도 최대로 많아질 것으로 예상한다"고 말했다.

북한은 이미 이번 장마 기간 임진강 상류의 황강댐(북한명 예성강댐) 수문을 수 차례 열었다.

이에 따라 임진강 최북단 필승교 수위가 급상승하면서 인근 경기도 파주와 연천 지역 주민들이 긴급 대피하고 있다.

이번 비는 북한의 대표적인 곡창지인 황해도에 집중돼 농작물 생산량이 감소할 것으로 우려된다.

지난 1일부터 닷새간 황해북도 장풍군은 559㎜의 물폭탄을 맞았고 황해남도 배천군에도 400㎜가 넘는 비가 내렸다.

장풍군은 2002년 개성공업지구 지정 당시 개성직할시에 속했다가 이듬해 황해북도로 편입된 개성 인근 지역이다. 황해북도와 더불어 황해남도는 북한 내 최대 쌀 생산지로 꼽힌다.

최철민 국가재해비상위원회 부국장은 이날 조선중앙TV에 출연해 "대부분 지역에서 폭우와 많은 비가 내려서 도로와 철길들이 파괴되고 농경지들이 침수되는 등 일정한 피해를 받고 있다"고 피해 상황을 공개했다.

이에 북한은 농업 부문을 비롯한 경제 각 부문의 피해 최소화에 초점을 두고 있다.

재일본조선인총연합회 기관지 조선신보는 5일 '조선에서 큰물과 폭우 피해를 막기 위해 철저한 대책' 기사에서 "7월 19일과 20일 전반적 지역에 첫 장맛비가 내린 이래 장마 전선의 영향으로 연일 많은 비가 내리고 있다"며 "공업과 농업, 중요 대상 건설장을 비롯한 모든 부문에서는 폭우와 비바람에 의한 피해를 막기 위한 사업을 최대의 긴장 상태에서 전개하고 있다"고 덧붙였다.

북한은 이미 두 달 전부터 일찌감치 홍수 대비 총괄조직을 꾸리고 수해 예방에 나섰다.

이처럼 폭우에 바짝 긴장하는 것은 지난해 13호 태풍 '링링'으로 막대한 피해를 봤던 전력이 있기 때문이다.

강일섭 국가비상재해위원장은 "6월 중순 여러 부문과 합동해 중앙큰물피해방지연합지휘부를 구성하고 큰물과 폭우, 비바람 피해를 막기 위한 사업을 진행했다"며 "지난해 태풍 13호 피해를 막기 위한 전 국가적 투쟁에서 얻은 경험과 교훈에 기초해 재해방지사업에 대한 통일적인 지휘를 짜고 들고 있다"고 말했다.

국가비상재해위에서는 기상수문국의 경보를 주민들에게 실시간 전달하고, 시멘트와 강재 등 피해복구용 물자를 갖췄다.

이외에도 국가비상재해위원회가 도·시·군 인민위원회의 재해방지 부서에 지도서를 시달하고 보고를 받는 등 통일적 지휘체계를 강화 중이라고 덧붙였다.

북한이 이처럼 수해 방지에 총력을 기울이고 있지만, 앞으로 더 많은 비가 예보된 상황이다.

장마가 지난달 19일부터 18일째 쉼 없이 이어진 데 이어 4호 태풍 하구핏의 영향으로 5∼6일 사이에 북한 대부분 지역에서 많은 비가 내릴 전망이다.
