북한, ARF 평가…"대화와 협상 통한 한반도 평화 노력 지지"

아세안지역안보포럼 가입 20주년 맞아 조선-아시아협회장 이름으로 축사

(서울=연합뉴스) 정래원 기자 = 북한이 아세안지역안보포럼(ARF) 가입 20주년을 맞아 대화와 협상을 통해 한반도 평화를 실현하려는 국제사회 노력에 지지 입장을 밝혔다.

27일 북한 외무성 홈페이지에는 박정학 조선-아시아협회장이 ARF에 대해 "대화와 협상의 방법으로 조선반도의 평화와 안전을 실현하는 것을 지지하는 원칙적 입장을 견지하고 있다"라면서 높이 평가한 글이 게시됐다.

박 회장은 '지역의 평화와 공동의 번영을 위하여'라는 제목의 글에서 "대화와 신뢰 조성을 통해 지역의 평화와 안전을 실현하려는 아세안지역연단(ARF의 북한식 표기)의 목적은 조선반도에서 항구적인 평화를 이룩하려는 우리 공화국 정부의 대외정책적 입장에 전적으로 부합된다"고 전했다.

이어 "우리는 가입 후 연단이 내세운 신뢰 조성, 예방외교, 분쟁 해결의 단계별 활동목표를 실현하는데 성의 있는 노력을 기울였다"면서 "지역의 모든 나라와 자주권존중과 평등, 호혜의 원칙에 기초한 협조 관계를 발전시켜나가려는 것은 우리 공화국 정부의 시종일관한 입장"이라고 강조했다.

이는 북한 외무성 관계자의 발언은 아니지만, 외무성 홈페이지에 게시된 글이라는 점에서 사실상 당국의 입장으로 해석할 수 있다.

대화와 협력을 강조하는 ARF의 기조를 지지함으로써 우회적으로 이러한 평화 원칙에 동의를 표시하려는 것으로 풀이된다.

ARF는 북한이 참여하고 있는 유일한 다자안보협의체다.

지난 20∼21일에는 ARF 준비를 위한 고위관리회의(SOM)가 화상으로 개최됐으며, 북한 대표로 리호준 주베트남 대사대리도 참여했다.
