충주댐 유역 3개 지자체 남한강서 '출렁다리 관광' 대결

제천 청풍호 222ｍ·충주호 331ｍ 추진…단양도 검토중

(충주=연합뉴스) 박재천 기자 = 충북 북부의 충주댐 수역 지방자치단체 3곳이 남한강 구역에 각각의 출렁다리를 놔 관광객 유치 경쟁을 벌인다.

충주시는 지난 24일 충주호 출렁다리 설치사업 기본계획 수립 및 타당성 조사용역 착수보고회를 열었다.

시는 건강 증진 등 산림을 활용한 관광활동이 증가하는 데 주목, 충주호를 가로질러 종민동(심항산 종댕이길)∼목벌동(태양산)을 잇는 출렁다리를 놓기로 했다.

기본구상은 한국수자원공사 상생협력사업비 60억원 등 92억4천만원을 들여 내년 중 331ｍ의 국내 최장 무주탑 출렁다리를 건설하는 것이다.

시는 출렁다리가 완공되면 계명산자연휴양림, 종댕이길, 활옥동굴을 연결하는 새로운 관광루트가 개척될 것으로 기대하고 있다.

과제는 하천 점용 등 인허가 절차와 안전관리 대책, 산책로·주차장 계획, 장래 관광 활성화 방안 등이다.

시 관계자는 27일 "수요예측 결과 출렁다리를 놓으면 연간 40만명 이상이 이용할 것으로 예상됐다"며 "향후 지방재정 투자심사, 기본 및 실시설계 용역 등 절차를 밟을 것"이라고 말했다.

상류인 제천 청풍호에서는 이미 222ｍ 길이의 출렁다리 건설 공사가 진행되고 있다.

충주댐 건설로 단절된 수산면 괴곡리 자연부락 간 옛길을 복원하고 청풍호반을 찾는 관광객들에게 볼거리와 체험 기회를 제공하기 위한 '청풍 물길 100리 생태탐방로 조성사업'의 일환이다.

2016년 정부의 중부내륙 광역관광 개발사업 기본계획에 반영됐으나 국가지정 명승 제48호 옥순봉에 연결되는 다리여서 문화재 현상변경 허가 등을 받느라 착공이 지연됐다.

투입되는 사업비는 65억6천900만원이다.

시는 올해 말까지 출렁다리를 놓고, 내년 상반기 주차장과 데크로드, 야자매트 길을 조성할 계획이다.

모든 공사가 완료되면 출렁다리부터 기존 옥순봉 탐방로까지 1천321ｍ의 새로운 탐방로가 만들어진다.

제천시 관계자는 "내년 출렁다리가 개방되면 카약·카누체험, 청풍호반 케이블카와 연계한 체류형 관광상품으로 인기를 끌고, 등산객들도 몰릴 것"이라고 강조했다.

단양군도 시루섬 생태탐방로 조성 사업의 하나로 단양강을 가로질르는 출렁다리 건설을 검토 중인 것으로 알려졌다.

이들 충주댐 유역 지자체가 의욕적으로 출렁다리 사업을 추진하고 있지만, 전국적으로 산악지역, 해변, 호수 등에 출렁다리가 우후죽순 들어선 상황이어서 관광객 유인 효과가 기대만큼 크지 않을 수 있다는 시선도 있다.
