코로나19 전파속도 빨라…이태원 클럽발 '7차 감염'까지 확인

해외유입 감염 일평균 21명…'음성 확인서' 제출 등 추가조치

(서울=연합뉴스) 강애란 기자 = 국내 신종 코로나바이러스 감염증(코로나19) 집단발병의 전파 고리가 예상보다 다양하고 복잡하게 형성되면서 연일 피해 규모를 키워가고 있다.

일단 한번 터지면 꼬리를 물면서 일파만파로 번지는 양상이다. 특히 무증상 감염자의 경우 자신도 모르는 사이에 가족이나 지인, 직장동료 등에게 코로나19를 옮기면서 복잡다단한 'n차 감염'의 고리를 만들고 있다.

이런 상황에서 해외유입 확진자 증가세도 심상치 않아 우려가 커지고 있다.

정부가 주요 위험 국가에서 들어오는 외국인에 대해 '음성 확인서' 제출을 의무화하는 등 추가 대책을 마련했지만 코로나19의 세계적 재유행 추세와 맞물려 앞으로도 당분간 해외유입 감염 사례는 늘어날 수밖에 없을 것으로 보인다.

◇ 방문판매 집단감염, 사우나·고시학원 등으로 확산…"고리 차단해야"

11일 중앙방역대책본부(방대본)에 따르면 광주 방문판매 모임 집단감염 누적 확진자는 전날 정오 기준으로 121명으로 집계됐다. 확진자가 나온 시설 또는 모임은 지금까지 드러난 것만 10개다.

첫 확진자는 지난달 27일 사찰인 광륵사에서 나왔고, 이후 방문판매 모임이 있었던 금양빌딩(오피스텔)에서 추가 확진자가 무더기로 나온 뒤 이들이 방문한 교회, 요양원, 사우나, 휴대폰매장 등을 중심으로 n차 감염 사례가 속출했다.

전날에는 광주고시학원 한 확진자와 SM사우나 확진자(매점 직원) 간의 연결고리가 확인돼 고시학원도 방문판매 감염사례로 분류됐다. SM사우나 매점 직원은 앞서 집단감염이 발생한 광주사랑교회 확진자의 접촉자다.

결국 금양빌딩 방문판매 모임으로 시작된 것으로 추정되는 집단감염의 꼬리가 광주사랑교회, SM사우나를 거쳐 광주고시학원으로까지 연결된 것이다.

이처럼 집단감염은 한번 발생하면 하나의 시설이나 모임에 한정되지 않고, 여러 개의 집단으로 번져나가는 경우가 대다수다.

서울 이태원 클럽발(發) 집단감염 사례를 보면 인천 학원강사→학원강사 제자→택시기사(프리랜서 사진사)→부천 돌잔치 참석자→서울 일루오리(식당) 방문자→서울 이가네 곱창 방문자→가족 구성원으로 무려 7차 감염으로까지 이어졌다.

방대본 역시 이런 집단감염의 파급력과 심각성을 경계하며 사회적 거리두기, 마스크 착용 등 방역지침의 철저한 준수를 연일 당부하고 있다.

◇ 이달 들어 해외유입 확진자 하루 21명꼴…지역전파 위험 낮다지만 '불안'

이런 가운데 해외유입 확진자도 이달 들어 눈에 띄게 증가해 우려를 낳고 있다.

해외유입 확진자는 전 세계 코로나19 재유행 상황과 맞물려 지난달 26일부터 전날까지 15일 연속 두 자릿수를 기록했다.

특히 5월과 6월에는 각각 6명, 11명에 불과했던 해외유입 일평균 확진자 수가 이달(1∼9일)에는 21명으로 배 가까이 증가했다.

해외입국 확진자가 늘어난 것은 원양어선 조업 및 농촌 일손을 돕기 위해 입국하는 외국인이 많아진 영향이 크다. 실제 해외 입국자의 외국인 비율은 5∼6월에는 30∼35% 수준이었지만 이달 들어서는 50% 수준으로 높아졌다.

정부가 확진 비중이 높은 위험국가, 즉 '방역강화 대상 국가'에서 들어오는 외국인들에게 13일부터 코로나19 '음성 확인서'를 의무적으로 제출토록 하는 등 추가 관리 대책을 마련한 것도 그만큼 해외유입 감염 상황을 심각하게 받아들이고 있다는 방증으로 보인다. 구체적인 방역강화 대상 국가는 공개되지 않았지만 카자흐스탄, 파키스탄, 방글라데시 등이 포함되는 것으로 알려졌다.

물론 방대본은 해외유입 확진자가 늘어나면 국내 방역·의료체계에 부담이 되지만 대부분 검역 또는 입국 후 2주간 자가격리 과정에서 걸러지기 때문에 지역사회 전파 위험은 낮다는 일관된 입장을 취하고 있다. 일부 전문가들도 지역감염보다는 위험하지 않다고 공감한다.

하지만 해외유입 감염 증가세가 국내 코로나19 확산의 한 요인이 될 수 있다는 우려의 목소리도 여전하다. 무증상 감염자의 경우 기내 또는 입국 후 국내 이동 과정에서 제한적으로나마 주변과 지역사회에 노출될 수도 있기 때문이다.

정기석 한림대의대 교수는 "해외 입국자를 격리한다고 하지만 중환자가 나오면 의료인력이 우르르 투입돼야 한다"며 "입국자 전원을 검사하는 방역 부담도 만만치 않기 때문에 해외유입 증가는 부담스러울 수밖에 없다"고 말했다.

그러면서 "방역망을 아무리 촘촘하게 짠다고 해도 완벽한 방어는 어렵기 때문에 해외입국 확진자가 늘어나는 현재 상황을 엄중하게 바라볼 필요가 있다"고 덧붙였다.
