서울 성동구 '대면업무 필수노동자 지원' 조례 제정

(서울=연합뉴스) 김계연 기자 = 서울 성동구는 각종 재난이 발생해도 대면업무를 하는 노동자를 돕기 위해 '필수노동자 보호 및 지원에 관한 조례'를 제정해 10일 공포했다고 밝혔다.

조례는 의료·돌봄·복지·안전·물류·운송 등 주민과 직접 접촉해 일하는 '필수노동자'를 정의하고 근로조건 개선 등을 위한 조사·연구를 추진하도록 했다.

조례에 따르면 구는 지역 재난상황과 특성, 지역공동체 유지를 위한 필요성 등을 고려해 필수업종을 지정하고 보호·지원을 위한 기본계획을 수립해야 한다. 외부 전문가가 포함된 '필수노동자 지원 위원회'도 구성된다.

구는 다른 지방자치단체나 기관과 정책 토론회 등 자리에서 필수노동자의 역할과 중요성을 화두로 던질 계획이다. 정원오 성동구청장은 오는 11일 지자체장 모임인 목민관클럽 창립 10주년 기념 국제포럼에서 주제 발표를 한다.

정 구청장은 "전국 최초로 필수노동자 지원 조례를 시행하게 돼 막중한 책임감을 느낀다"며 "사회적 논의가 활발히 이루어지고 그 가치에 대한 사회적 합의가 진전되면 우리 사회가 재난을 보다 더 현명하게 극복할 수 있을 것"이라고 말했다.
