(서울=연합뉴스) 박의래 기자 = 보수 성향의 교수단체인 '사회정의를 바라는 전국교수모임'(정교모)은 9일 인천국제공항공사의 보안검색 요원 직접 고용 전환과 관련, 구본환 공사 사장과 경영진이 정관에 위배되는 경영 행위를 했다며 특정경제범죄가중처벌등에관한 법률위반(배임) 혐의로 대검찰청에 고발했다.

정교모는 김현미 국토교통부 장관과 이재갑 고용노동부 장관 등 관료들도 특경가법 위반(배임) 및 직권남용 혐의로 함께 고발했다.

정교모는 "보안검색 요원 1천902명을 청원경찰로 직고용하면 막대한 인건비를 부담하면서도 임용 시 지방경찰청장의 승인을 받아야 해 운영에서 심각한 경직성에 봉착하게 될 것"이라며 "경영진이 재정 부담 및 인력 운용 문제점을 방기하거나 동조하며 정한 임무를 제대로 하지 않는다"고 비판했다.

그러면서 "경영진의 보신주의와 책임 망각으로 멀쩡히 잘 다니던 수많은 자회사 정규직들이 실직당하고 쫓겨나게 되는 지경에 이르렀다"며 "시대를 역행하는 갈등을 양산하고 있는 비정상적 행태와 부화뇌동하는 경영진에 대해 검찰이 철저하게 수사해 단죄해 달라"고 촉구했다.

정교모는 또 김현미 장관 등 관료들에 대해 "독립적 경영을 보장받는 공사에 정규직 전환을 채근하며 직권을 남용하고 공사의 경영진이 업무상 배임을 저지르도록 사주했다"며 "대검찰청이 수사를 통해 감독관청의 업무상 배임죄 사주의 진상을 규명해 달라"고 요청했다.

이에 대해 공사 측은 "기존 협력사에 지급하던 용역비용을 직고용 근로자들의 인건비로 직접 지급하는 것으로 추가로 투입되는 재원은 거의 없다"며 "정규직 전환은 3년간 노·사·전문가협의회 등 사회적 합의를 거쳐 추진한 것으로 배임 주장은 사회적·법적 타당성이 결여된 것"이라고 해명했다.
