시·도별 등록제도 시행 첫 사례 …"보존가치 있는 문화유산 발굴할 것"

(서울=연합뉴스) 임미나 기자 = 서울시는 시 등록문화재 1∼3호로 한강대교와 보신각 앞 지하철 수준점, 옛 통계국 청사를 각각 등록한다고 10일 밝혔다.

이는 국가 차원에서만 운영되던 등록문화재 제도를 시·도 차원에서도 운영할 수 있도록 하는 법률이 지난해 12월 25일 시행되면서 서울시가 자체 등록문화재를 처음으로 선정해 등록한 사례다.

시는 그간 '서울미래유산'으로 선정된 근·현대 유산 중 시·자치구 또는 산하기관이 소유하고 있고 제작·형성된 지 50년이 지난 문화유산을 1차 대상으로 조사했다.

한강대교는 1917년 준공된 한강에서 가장 오래된 인도교다.

한국전쟁 당시의 총탄 흔적도 남아 있는 이 다리는 대한민국 근현대 역사의 산 증거이자 국내 교량기술 발전의 복합적인 상징물로 평가받는다.

수해와 전란으로 옛 모습이 사라지고 변형됐지만, 서울의 남북을 잇는 역할을 지속하며 역사를 품은 상징적인 다리로 보존·활용 가치가 충분하다고 시는 설명했다.

'보신각 앞 지하철 수준점'

서울시 등록문화재 2호가 된 '보신각 앞 지하철 수준점'은 1970년대 건설된 서울지하철 1호선 계획의 시발점이다.

1960년대 인구 과밀화와 차량 증가로 교통체증을 겪던 서울시는 지하철 건설 계획을 세웠고, 그 첫 작업은 수도권 전철 1호선의 기준이 될 '수준점'을 설정하는 것이었다.

보신각 앞 잔디 마당에 묻혀 있는 사방 25cm의 지하철 수준점은 수도권 전철의 높이 및 깊이의 척도가 되는 원점이었다. 종로의 이 수준점을 기준으로 지하철 선로의 깊이와 터널의 높이, 역사(驛舍)의 상하 축 높이가 가늠됐다.

서울시 등록문화재 3호인 구(舊) 통계국 청사는 종로구 경운동에 있는 건물로, 지금은 '서울노인복지센터'로 사용되고 있다.

한국 1세대 건축가인 이희태의 작품으로 해방 이후 한국 현대 건축의 흐름을 이해할 수 있는 초기 건축물로 보존 가치가 높다고 시는 설명했다.

시는 이번 1∼3호 등록을 시작으로 공공자산 가운데 등록문화재 발굴 작업을 지속키로 했다. 또 관련 세제 혜택이 마련되면 개인이나 법인 소유의 문화유산 중에서도 등록문화재를 선정키로 했다.

권순기 서울시 역사문화재과장은 "역사적인 가치가 있는 서울의 문화유산을 등록문화재로 등록해 체계적으로 보존·활용하면서 '2천년 역사도시 서울'의 가치를 널리 알릴 수 있도록 노력하겠다"고 말했다.
