주교회의 "성별은 남녀로 구분…차별금지법안 일부 우려"

차별금지법안 관련 첫 입장…"성소수자 차별 반대한다고 동성혼 합법화 인정 아냐"

(서울=연합뉴스) 양정우 기자 = 한국천주교주교회의 생명윤리위원회(위원장 이용훈 주교)는 7일 "차별금지법안이 부당한 차별에 따른 인권 침해를 예방하고 실효성 있는 구제법안이 되기를 기대한다"면서도 "법안 일부 조항에 대해 우려를 표한다"고 밝혔다.

위원회는 이날 낸 성명에서 정의당 장혜영 의원이 지난 6월 발의한 차별금지법안에 대해 이같은 견해를 밝혔다.

주교회의 차원에서 차별금지법안과 관련해 입장을 내기는 이번이 처음이다.

위원회는 "차별금지법안이 명시적으로 동성혼을 언급하고 있지는 않지만, 동성애자들의 결합을 어떤 식으로든 혼인과 가정에 대한 하느님의 계획과 유사하거나 조금이라도 비슷하다고 여기는 다양한 움직임에 대해 반대한다"고 주장했다.

또 "법안은 성별을 '남자와 여자, 그 외 분류할 수 없는 성'으로', 자신의 성별에 관한 인식이나 표현으로 '성별 정체성'을 언급하고 있지만, 인간 성별이 남자와 여자로 구분돼 있다는 엄연한 사실을 부정하는 근거가 될 수 없다"고 지적했다.

그러면서 "차별금지법안이 남자와 여자의 성과 사랑, 남녀의 혼인과 가정 공동체가 갖는 특별한 의미와 역할을 간과해서는 안 될 것"이라고 강조했다.

위원회는 "차별금지법안이 일으킬 수 있는 역차별의 문제를 지적하지 않을 수 없다"며 "사회적 약자와 소수 계층뿐만 아니라, 눈에 보이지 않는 생명의 '시작'부터 차별과 배척 그리고 혐오의 대상이 되지 않을 때 법의 정신이 온전히 실현되리라 생각한다"고 주장했다.

이어 "한 인간의 성적 성향과 정체성은 인종, 성별, 연령과 동일시될 수 없는 것으로, 가톨릭교회가 인권의 측면에서 성 소수자에 대한 차별과 혐오를 반대한다고 해서 동성혼 합법화를 인정하는 것은 아님을 분명히 밝힌다"고 덧붙였다.

위원회는 "교회는 남성과 여성의 본질적 차이와 상호성을 부정하고, 성에 따른 차이가 없는 사회를 꿈꾸며 가정의 인간학적 기초를 없애는 모든 시도에 반대한다"며 "차별금지법안이 교육 현장에서 동성애 행위를 정당하고 합법적인 것으로 가르치지 않는 것을 차별이라고 인식해서는 안 될 것"이라고 강조했다.
