이스타항공 605명에 정리해고 통보…항공업계 구조조정 현실화(종합2보)

이달 말 우선협상 대상자 선정할 듯…아시아나·LCC발 구조개편 신호탄되나

(서울=연합뉴스) 장하나 기자 = 제주항공과의 인수·합병(M&A) 무산 이후 재매각을 추진 중인 이스타항공이 결국 605명에게 정리해고를 통보했다.

신종 코로나바이러스 감염증(코로나19) 사태로 직격탄을 맞은 항공업계의 첫 대규모 구조조정으로, 그동안 우려하던 대량 실업 사태가 현실화한 것이다.

이스타항공은 7일 오후 정리해고 대상 직원 중 동점자와 휴직자를 제외한 605명에게 이 같은 사실을 개별 통보했다. 이들의 정리해고 시점은 10월 14일로, 내용증명 등기발송 등의 절차를 고려해 당초 예정(6일)보다 일주일가량 늦춰졌다.

정리해고 대상에는 그동안 사측과 각을 세워왔던 박이삼 이스타항공 조종사노조위원장도 포함됐다.

사측은 "근로자대표, 조종사노조와 수차례 협의해 근무평가, 근속연한, 부양가족수, 상벌 등 정리해고 기준안을 만든 뒤 이를 점수화해서 기계적으로 산출한 결과"라고 설명했다.

이에 따라 이스타항공에 남은 직원은 총 590명이 된다. 항공기 6대 운항에 필요한 인원과 항공운항증명(AOC) 발급에 필요한 필수인력 등을 고려한 인원이다.

이번 정리해고에서는 정비 부문 인력도 제외됐다.

이스타항공 사측은 "정비 부문 인력은 현재 항공기 보유 대수를 기준으로 산정해 정리해고하지 않았다"며 "향후 항공기 증가와 국제선 재운항을 고려하면 현재 인원도 부족한 상황"이라고 설명했다.

앞서 지난달 말에는 희망퇴직 신청을 받아 총 98명이 희망 퇴직했다.

지난 3월 말 코로나 여파로 국제선과 국내선을 모두 셧다운 할 당시 직원 수가 1천680명가량이었던 점을 고려하면 불과 5개월여만에 3분의 1 수준으로 쪼그라들게 된 셈이다.

이스타항공 관계자는 "현재 회사가 임금을 지불할 능력이 없는 상황에서 그나마 인력 감축을 해야 해당 직원들이 실업 급여나 체당금(국가가 사업주를 대신해 체불 임금의 일정 부분을 노동자에게 지급하는 제도)을 받을 수 있다"고 설명했다.

예비 투자자들이 조직 슬림화를 요구하는 점도 고려됐다.

최종구 대표는 이날 사내 게시판에 "이번 인력조정은 현재 인수 의향을 밝힌 측의 핵심 요구사항"이라며 "인력감축이 제대로 진행되지 않고 더 이상의 시간을 지체할 경우 회사는 한 달 버티기도 쉽지 않다"고 설명했다.

최 대표는 이어 "피눈물이 나지만 재도약을 위한 말 그대로 고육책"이라며 경영 정상화 이후 전원 재입사를 약속했다.

이스타항공은 이르면 이달 말 우선협상 인수 기업을 선정해 10월 중 M&A를 진행할 예정이다.

현재 이스타항공 측에 인수 의사를 나타낸 곳은 기업 4곳과 사모펀드 등을 포함해 10여곳이다. 이스타항공은 최근 투자 의향을 나타낸 인수 후보자들에게 투자안내문(티저레터)을 보냈으며 예비투자자의 회신에 따라 회계 실사 결과 등을 포함한 투자의향서를 발송할 예정이다.

이스타항공 조종사노조는 8일 오전 청와대 사랑채 앞에서 민주노총 공공운수노조와 함께 기자회견을 열고 사측의 대량 정리해고 철회와 창업주 이상직 더불어민주당 의원의 사재출연 등을 촉구할 예정이다. 또 부당해고 구제신청 등 법률 대응도 진행한다는 계획이다.

한편 제주항공의 계약 해지 통보 당시부터 우려됐던 이스타항공의 대규모 실직 사태가 현실화하면서 업계 안팎에서는 이번 대량 정리해고가 항공업계 구조조정의 신호탄이 될 것이라는 비관적인 전망이 나오고 있다.

당장 HDC현대산업개발로의 인수가 사실상 무산된 아시아나항공[020560]을 놓고 벌써 구조조정 우려가 제기된다.

아시아나항공이 채권단의 관리를 받게 되면 인력 감축과 경영진 교체, 사업 포트폴리오 조정 등은 불가피한 수순이라는 것이다. 이 경우 통매각 대상이었던 자회사 에어부산[298690]과 에어서울 등의 운명도 장담할 수 없다.

코로나 상황이 지속할 경우 저비용항공사(LCC) 업계의 구조개편도 불가피해 보인다.

업계에서는 코로나 사태가 내년까지 지속할 경우 상반기를 채 못 버티는 항공사가 나올 것이라는 비관적인 전망도 나오고 있다.

항공업계 특성상 고정비, 특히 인건비 비중이 큰 만큼 현금 유출을 막기 위해 현재 진행 중인 유·무급휴직 외에 인원 감축 카드를 꺼내 드는 항공사가 나올 수도 있다는 게 업계 안팎의 우려다.
