발암 코팅재료 과불화옥탄산 퇴출…'PFOA 프라이팬 사라진다'

PFOA 제조-수입-사용 전면금지…스톡홀름협약, 금지물질로 규정

(서울=연합뉴스) 김은경 기자 = 프라이팬이나 일회용 음식 용기 코팅 등에 널리 쓰인 재료로, 발암물질 논란이 인 '과불화옥탄산'(PFOA)의 수입 및 유통이 전면 금지된다.

환경부는 최근 과불화옥탄산과 그 염류 및 관련 화학물, 디코폴(농약의 일종) 등 2종을 국내 관리대상 잔류성오염물질에 추가하는 내용의 '잔류성오염물질의 종류' 고시안을 행정 예고한 것으로 3일 확인됐다.

PFOA는 세계 최대 화학기업인 듀폰이 생산한 물질로, 그동안 테플론 프라이팬·콘택트렌즈·종이컵 등의 코팅재료로 많이 쓰이다가 발암 논란이 일면서 현재는 생산이 중단된 상태다.

우리나라에서는 2016년 식품의약품안전처에서 식기류 등에 사용되는 PFOA를 조사한 바 있으나 당시 유해성에 대한 입증이 부족해 별다른 규제 방안이 마련되지 않았다.

그러다 지난해 7월 스톡홀름협약에서 PFOA뿐만 아니라 PFOA로 변환될 수 있는 화합물 174종을 모두 금지 물질로 규정함에 따라 협약 이행국인 우리나라 또한 1년간의 정비를 거쳐 이번 고시안을 마련하게 됐다.

스톡홀름협약은 잔류성유기오염물질의 국제 규제를 위해 2001년 5월 채택된 협약으로, 우리나라 등 184개국이 가입돼 있다.

이번 고시안이 발효되면 PFOA는 국내 제조 및 사용이 전면 금지된다. PFOA가 포함된 제품의 수입 또한 금지된다.

다만 제품 등에 함유된 비의도적(기술적 한계 등) 불순물은 관리대상에서 면제된다.

환경부 관계자는 "국내에서는 기존에도 PFOA 자체를 제조하지 않고 이를 수입한 후 제품에 적용해 판매하는 형태였다"며 "이전에 조사했을 때는 검출되는 경우가 별로 없고 검출량도 적어 유해성이 높지 않다는 판단하에 국내에서는 별도 규제를 마련하지 않았었다"고 말했다.

그는 "이전에도 PFOA 자체 유통은 없었고 관련 화합물 174종 중에서는 유통되는 경우가 있었는데 그에 대해서도 업체들이 수입을 종료하는 것으로 파악했다"고 설명했다.

디코폴은 농약의 종류로, 우리나라에서는 이미 유통이 금지됐다.
