"한국판 뉴딜에 시중 유동성 활용해야…보상 제공 필요"

(서울=연합뉴스) 성서호 기자 = 신종 코로나바이러스 감염증(코로나19)에 따른 경기 침체에 대응하기 위한 이른바 '한국판 뉴딜(new deal)'의 효율성을 높이기 위해 시중 유동성을 활용해야 한다는 제언이 나왔다.

2일 한국금융연구원 이병윤 선임연구원은 정기 간행물 '금융브리프'에서 이런 내용의 한국판 뉴딜 금융 지원 방안을 제시했다.

한국판 뉴딜은 코로나19 위기 극복과 사태 이후 국제 경제를 선도하기 위한 국가발전전략이다. 디지털 뉴딜(디지털 경제 확산), 그린 뉴딜(환경보호 강화), 고용사회안전망 강화 등 3가지 정책 방향이 담겼다.

정부는 2022년까지 67조7천억원을 투입해 일자리 88만7천개를, 2025년까지 160조원을 투입해 일자리 190만1천개를 창출한다는 계획이다. 투입자금은 국비 114조1천억원, 지방비 25조2천억원, 민간투자 20조7천억원으로 구성된다.

이 연구원은 "최근 지속적인 저금리 상황에서 매우 풍부해진 시중 유동성을 뉴딜 사업에 끌어들일 수 있다면 시중 자금의 투자에 도움이 되고 뉴딜 사업의 규모도 커져 더 효과적으로 추진할 수 있을 것"이라고 말했다.

그는 시중 자금이 한국판 뉴딜로 흘러 들어가도록 물꼬를 트려면 충분한 보상을 제공해야 한다고 강조했다.

이 연구원은 "시중 자금은 단기성 투자자금이기 때문에 시장에 그냥 맡겨둬서는 뉴딜사업 투자로 이어지지 않을 것"이라며 "공공부문이 초기 투자를 담당하는 한편 비용과 위험을 부담하고, 민간 자금에는 세제 혜택을 주는 방법을 검토해야 한다"고 말했다.

그러면서 "민관 협력을 이용한 임팩트투자펀드의 자금 조달 구조 활용이 좋은 예가 될 수 있다"며 "금융권 공동기금을 설치해 다양한 뉴딜 프로그램에 직접 투자하거나 뉴딜 관련 사업을 하는 기업에 대출을 해주는 방안도 있다"고 덧붙였다. 임팩트투자란 경제적 수익과 사회적으로 바람직한 영향(임팩트) 제공을 동시에 달성하는 투자를 뜻한다.

그는 "정부가 제공할 보상은 비용이 될 수 있겠지만, 우리 경제가 어려움을 딛고 향후 지속 발전하는 데 도움이 된다면 이 정도 비용은 지불할 만하다"고 말했다.
