"과실 책임져야…주민들 수공·기상청에 모두 소송할 수도"

(홍성=연합뉴스) 양영석 기자 = 양승조 충남지사는 18일 용담댐이 방류량 조절에 실패하면서 하류에 있는 금산지역이 침수됐다는 의견을 밝혔다.

양 지사는 "과실이 있기 때문에 그에 따른 책임을 지고, 그 점에 대해선 주민들이 손해배상을 받아야 한다"며 이같이 말했다

그는 "수자원공사가 기상청 예보가 틀렸다는 등의 핑계를 대고 있는데, 주민들은 수공과 기상청 둘 다에 소송을 걸을 수도 있다"며 "수공이 집중호우에 대비하지 못하고 유입량보다 많이 방류하는 건 문제가 있다"고 지적했다.

수해 입은 6년근 인삼밭

충남도에 따르면 집중호우가 내렸던 지난 8∼9일 용담댐이 방류량을 갑자기 늘려 하류에 있는 금산 제원면, 부리면 일대 주택 92채가 침수돼 주민 233명이 긴급 대피했다.

인삼밭 200㏊를 비롯해 농경지 471㏊도 물에 잠겼다.

양 지사는 "주민들이 직접 피해 사실과 규모를 입증하는 것이 쉽지 않은 게 현실"이라며 "하지만 이번 침수로 6년근 인삼밭의 경우 8년 동안의 노력이 모두 수포가 되었다"며 사태의 심각성을 설명했다.
