전월세신고법 국회 법사위 통과…내일 본회의도 통과 유력

이 법안은 4일 국회 본회의를 통과하면 준비 기간을 거쳐 내년 6월 1일 시행될 예정이다.

내년 6월 이후부터는 전월세 거래를 하면 30일 내에 임대 계약 당사자와 보증금 및 임대료, 임대기간 등 계약사항을 관할 지방자치단체에 신고해야 한다.

전월세신고를 하면서 임대차계약서까지 제출하면 확정일자가 자동으로 부여되고, 세입자가 전입신고를 하면 자동으로 전월세신고를 한 것으로 처리된다.

행정안전부와 서울시 등 지자체는 전입 신고 양식을 개정해 전월세 계약의 구체적인 내용을 추가할 예정이다.

법안의 일부 내용이 소폭 수정되기도 했다.

법원행정처가 임대차 계약을 신고하면 확정일자가 자동으로 부여되는 내용과 관련, 원 개정안이 '신고절차를 완료했을 때'로 돼 있어 권리 관계의 정확성이 떨어질 수 있다는 의견을 냈다.

이에 법사위는 '신고절차를 완료했을 때'를 '신고 접수를 완료했을 때'로 수정해 시점을 명확하게 하기로 했다.

국토부는 임대차 신고 관리 및 데이터베이스 검증 등을 위한 시스템을 구축 중이다.

이 법안이 4일 국회 본회의를 통과하면 임대차 3법이 모두 국회 문턱을 넘게 된다.

나머지 계약갱신청구권제와 전월세상한제 등 다른 법은 이미 지난달 31일 시행됐다.
