신종 코로나바이러스 감염증(코로나19)이 물러갈 기미가 보이지 않는데 설상가상 홍수, 폭염, 허리케인 등이 곳곳을 덮친 것이다.

한국에선 2일 새벽부터 쏟아진 기습 폭우로 최소 6명이 사망하고 8명 실종됐다.

중국은 남부지방 홍수가 두 달 가까이 이어지며 수재민이 한국 인구를 넘었다.

유럽은 최근 각국에서 잇달아 최고 기온 기록을 경신하고 있으며, 미국에는 폭우를 동반한 허리케인이 상륙했다.

러시아 시베리아에서는 8만년에 한 차례 있을 법한 고온현상으로 산불 피해가 지속하고 있다.

전문가들은 심각한 홍수, 가뭄, 폭풍, 폭염 등 극단적 기상의 빈발이 지구온난화에 따른 기후변화와 연관이 있다고 의심하고 있다.

◇한국 할퀸 수마·중국 삼킨 홍수

한국에선 지난 2일 새벽부터 시간당 30∼70㎜의 폭우가 쏟아지며 수도권과 중부지방을 중심으로 인명·재산 피해가 속출했다.

중앙재난안전대책본부(중대본)에 따르면 전날 오후 7시 30분까지 사망 6명, 실종 8명, 부상 6명 등의 인명피해가 잠정 보고됐다.

행정안전부는 수도권, 중부지방에 지속적 집중호우가 예보돼 전날 중대본 비상단계 중 최고수위 대응 단계인 3단계를 가동했다.

이날 낮까지 중부지방을 중심으로 돌풍과 천둥·번개를 동반한 시간당 50∼80㎜(많은 곳 100㎜ 이상) 안팎의 매우 강한 비가 내릴 것으로 예보돼 추가 피해가 우려되는 상황이다.

중국에는 남부지역에서 두 달째 이어지는 홍수로 수재민이 5천만명을 넘었다.

지난달 29일 현지 언론에 따르면 중국 응급관리부는 지난 6월 1일부터 7월 28일까지 장시·안후이·후베이성 등 27개 지역에서 5천481만1천명이 수해를 입었다고 밝혔다. 이 가운데 158명이 사망·실종했고 376만명이 긴급대피했다.

또 가옥 4만1천여채가 붕괴하고 농경지 5만2천여㎢가 물에 잠기는 등 직접적인 재산피해액만 1천444억여 위안(약 24조6천억원)에 이르고 있다.

특히 중국에서 가장 긴 창장(長江·양쯔강) 유역 홍수통제에 핵심역할을 하는 싼샤(三峽)댐이 연일 높은 수위를 기록하고 있어 댐의 안전성을 둘러싼 우려가 지속되고 있다.

◇유럽 곳곳에 역대급 폭염…미국 강타한 허리케인

유럽은 역대급 폭염사태를 직면했다.

스페인 국립기상청(AMET)은 지난달 30일(현지시간) 북부 해양도시 산세바스티안 지역 기온이 관측 이래 최고치인 섭씨 42도까지 올랐다고 밝혔다.

영국도 런던 서부에 있는 히스로 공항이 지난달 31일 섭씨 37.8도를 찍어 올 들어 가장 더운 날로 기록됐다.

이탈리아 14개 도시에는 폭염에 따른 비상경계령이 내려졌고, 프랑스는 전체의 3분의 1에 달하는 101개 구역에 경보를 발령했다.

네덜란드 35도를 찍었고, 오스트리아와 불가리아에서도 올해 들어 가장 높은 기온을 기록했다.

미국에선 지난달 25일 텍사스주에 허리케인 '해나'(Hanna)가 상륙해 남부 지역에서 4만3천700가구 이상의 정전 사태가 발생했다. 일부 지역은 침수피해도 발생했다.

한때 최대풍속이 시간당 145㎞에 달한 해나는 허리케인 카테고리 1등급으로분류됐다. 허리케인은 1∼5등급으로 나뉘며 숫자가 높을수록 위력이 세다.

해나는 이후 열대성 폭풍으로 세력이 약해져 멕시코에도 상륙, 지난달 29일 기준 총 3명이 숨지고 4명이 실종됐다.

◇'얼음왕국' 시베리아는 8만년만의 고온현상

러시아 시베리아는 이상 고온으로 곳곳에서 대형 산불이 발생하고 있다.

외신은 올 1∼6월 시베리아에서 관측된 고온 현상은 인간이 야기한 기후 변화가 아니었다면 약 8만년에 한 번 있을 법한 수준이라고 전했다.

특히 시베리아 지역 베르호얀스크에서는 지난 6월 20일 38도까지 올라 역대 6월 일간 최고 기온을 기록했다.

지난달 28일 러시아 산림 당국은 전날까지 산불로 6만7천913㏊ 규모의 산림이 피해를 본 것으로 집계했다.

화재로 인한 피해규모는 일주일 전인 3만2천984㏊보다 2배 이상 늘어났다.

한 당국자는 타스 통신에 시베리아와 극동의 상황이 가장 어렵다고 전했다.

◇과학자들 "극단적 기상은 기후변화 징후"

이런 기상 현상은 기후변화와 연관돼 있다는 목소리가 과학자들 사이에서 나온다.

미국 스탠퍼드대 지구시스템과학과의 노아 디펜바우 교수는 지난 3월 국제 학술지 '사이언스 어드밴시스'(Science Advances)에 게재된 논문에서 지구 온난화가 조금만 진전돼도 폭염과 폭우 등 극단적 기상 현상이 급증할 수 있다고 진단했다.

그는 극단적 기상 현상의 과거 발생 빈도만 고려하는 기존 방식으로는 미래의 극단적 기상 현상 발생 확률을 정확히 예측할 수 없다고 주장하며 기후 변화의 영향도 고려할 것을 제안했다.

현재 시베리아 폭염은 인간의 영향이 아니고서야 나타날 수 없다는 과학자들의 진단도 나왔다.

지난달 다국적 연구단체인 세계기후특성(WWA)의 협조로 모인 국제 연구팀은 석탄·석유·가스를 동원한 인간의 활동이 존재할 때와 그렇지 않을 때를 비교하는 시뮬레이션 연구를 통해 이같이 결론지었다.

특히 이들은 온실효과 때문에 올 1∼6월 시베리아에서 장기적인 고온현상이 발생했을 가능성이 최소 600배 커졌다고 분석했다.
