블룸버그 "환율 방어 위해 달러 매도·기준금리 인하가 원인"

(이스탄불=연합뉴스) 김승욱 특파원 = 터키 리라화의 달러 대비 가치가 3개월 만에 역대 최저로 떨어졌다.

6일(현지시간) 오전 달러 대비 리라화의 가치는 전날보다 3.2% 하락한 1달러당 7.2775리라를 기록했다.

이는 지난 5월 6일 기록된 역대 최저치인 달러당 7.2690리라를 정확히 3개월 만에 경신한 것이다.

블룸버그 통신은 터키 정부의 외화보유액에 대한 우려와 외국 자본의 유출을 부추긴 통화 정책이 리라 가치 하락의 주요 원인이라고 지목했다.

터키는 2018년 미국인 목사 투옥과 관세 갈등 등으로 대미 관계가 얼어붙어 리라 폭락사태를 겪자, 리라 환율 방어를 위해 무라트 체틴카야 전 중앙은행 총재 주도로 기준금리를 24%로 올렸다.

일반적으로 기준 금리를 올리면 외화 대비 자국 통화의 가치가 높아지고, 기준 금리를 낮추면 자국 통화의 가치는 낮아진다.

그러나 레제프 타이이프 에르도안 터키 대통령은 이 같은 고금리가 물가 인상을 유도한다며 불만을 나타냈으며, 체틴카야 전 총재가 금리 인하를 거부하자 그를 해임하고 지난해 7월 무라트 우이살 부총재를 총재로 임명했다.

우이살 총재 취임 이후 중앙은행은 불과 1년 만에 24%에 달하던 기준금리를 8.25%로 급격히 인하했다.

중앙은행의 급격한 기준 금리 인하에 국내외 경제 전문가들은 리라화 가치가 급락할 수 있다는 우려를 제기해 왔다.

블룸버그 통신은 "통화가치 하락에 직면한 터키 당국은 금리를 올리는 대신 달러를 매도해 리라를 방어하는 데 치중했다"고 비판했다.

영국 라보뱅크의 피오트르 매티스 분석가는 "터키 당국자들은 금리를 인상하기에 앞서 다른 수단을 사용하려 할 것"이라며 "자국민의 달러 매입을 제한하거나 달러 매수에 세금을 더 부과할 수 있다"고 전망했다.

이어 "금리 인상은 당국의 정책이 실패했음을 인정하는 것이기 때문"이라고 덧붙였다.

블룸버그는 올해 초부터 터키 당국이 환율 방어를 위해 달러 매도를 지속한 탓에 외화보유액이 우려스러운 수준이라고 지적해 왔다.

터키 중앙은행에 따르면 6월 말 기준 터키의 외화 보유액은 863억 달러로 3월 말과 비교할 때 약 60억 달러 감소했다.

이는 우리나라의 외화보유액 약 4천100억 달러와 비교하면 5분의 1 수준에 불과하다.

신종 코로나바이러스 감염증(코로나19) 확산으로 터키 경제에서 큰 비중을 차지하는 관광업이 타격을 입은 것이 외화보유액 감소의 한 요인으로 꼽힌다.

터키의 관광산업은 국내총생산(GDP)의 약 10%를 차지하는 주축 산업일 뿐 아니라, 터키 투자청에 따르면 경상수지 적자의 80%를 직접 보전하는 외화 획득원이다.

그러나 코로나19 창궐로 터키 정부는 지난 3월 국제선 항공편의 운항을 중단했다가 6월부터 운항을 부분 재개했으나, 터키를 찾는 외국인 관광객은 예년에 비해 크게 감소한 상태다.

AP통신은 터키와 유럽연합(EU) 회원국 간 관계가 악화한 것도 리라 가치 하락의 요인으로 분석했다.

터키는 최근 동로마제국 당시 기독교 정교회의 총본산이었던 성소피아 박물관을 모스크(이슬람 사원)로 개조해 유럽 국가들의 반발을 샀으며, 지중해 동부 천연가스 시추를 두고 프랑스·그리스·키프로스공화국 등과 갈등을 빚고 있다.

영국 경제분석기관 캐피털이코노믹스의 제이슨 투비 분석가는 AP통신에 "EU와의 갈등이 계속 심화할 경우 시장에서 리라의 가치는 더 급격히 하락할 것"이라고 말했다.
