민주, 지지율 하락세 촉각…"야당 협조 못구해 송구"(종합)

핵심 지지층 '수도권·여성·30대' 여론 악화

"부동산 시장 안정되면 달라질 것"…전월세전환율 인하 등 후속조치 검토

(서울=연합뉴스) 이유미 김동호 홍규빈 기자 = 더불어민주당은 6일 주택공급대책 발표 후에도 당 지지율 하락세가 이어지자 촉각을 곤두세웠다.

특히 부동산 가격 폭등에 대한 초기 진압으로 고강도 대책을 내놓았지만 의도와 달리 핵심 지지층인 수도권과 30대, 여성의 지지율이 계속 빠지자 당혹해 하는 분위기다.

원내 관계자는 "부동산을 잡지 않으면 위험해질 수 있는 심각한 상황"이라면서도 "강력한 후속대책으로 선제조치를 한 만큼, 공급대책 효과로 투기 움직임이 꺾이면서 부동산 심리도 안정될 것 같다"고 내다봤다.

특히 총선 후 양정숙·윤미향 의원 논란, 성추문으로 인한 서울·부산시장 궐위 등 악재가 이어졌지만, 민심을 제대로 읽지 못하고 절대 과반 의석을 토대로 입법 드라이브에만 치중한 것이 문제였다는 자성도 나온다.

한 중진 의원은 "호남을 제외하면 사실상 모든 지역에서 미래통합당에 지지도가 역전당했다고 봐야 한다"며 "의석수만 믿고 야당과 협치 없이 독주하는 태도가 국민에게 좋게 보일 리가 없다"고 혀를 찼다.

허윤정 대변인은 기자들과 만나 "부동산 관련 입법이 통과될 때 야당 협조가 담기지 못했다"며 "물밑에서 꾸준히 협상을 지속하지만, 불가피하게 협조를 구할 수 없는 부분이 발생한 것에 대해 송구스럽다"며 자세를 낮췄다.

민주당은 일단 지난 7·10 부동산 대책 이후 공급대책 등 후속 조치가 빠르게 이어지지 않은 탓에 여론 악화가 가중된 측면도 있다고 보고, 시장에 끊임없이 강력한 안정화 시그널을 주며 여론전을 이어가겠다는 계획이다.

조정식 정책위의장은 이날 정책조정회의에서 "민주당과 정부는 부동산 시장의 상시관리 점검체계를 구축하고, 모든 유형의 시장교란 행위를 반드시 퇴출하겠다"고 밝혔다.

민주당은 임대차 3법 시행 이후 전세가 월세나 반전세로 급속히 전환되는 현상을 막기 위한 전월세전환율 인하도 검토하고 있다.

현행 전환율 4.0%를 2.0% 수준까지 내리는 방안, 이를 준수하지 않을 경우 과태료를 매기는 방안 등이 거론되는데, 이런 추가 규제의 경우 공급대책 효과가 반영될 때까지 완급 조절이 필요하다는 의견도 나온다.

허 대변인은 "지금 당장 몇 퍼센트라고 구체적으로 말할 단계는 아니다"라며 "규제는 법안에 담기지 않으면 실효성이 있을 수 없는데, 정책 수위에 따라 모법에 반영할지 시행령·규칙 등 하위법령으로 할지 판단할 것"이라고 설명했다.
