미국, 핵무기 통제 협정 연장 여부에 "공은 러시아에"

'뉴 스타트' 관련 2차 회담…러시아 "미국, 합의할 준비 안 돼"

(제네바=연합뉴스) 임은진 특파원 = 미국은 18일(현지시간) 러시아가 단거리 핵무기 증강 문제를 해결한다면 양국 간 장거리 핵무기 통제를 위한 협정을 연장할 의사가 있다고 밝혔다.

로이터 통신에 따르면 미국의 마셜 빌링슬리 군축 담당 특사는 전날부터 이틀 동안 오스트리아 빈에서 세르게이 랴브코프 러시아 외무차관과 '신전략 무기 감축 협정'(New START·뉴 스타트) 연장에 대해 논의한 이후 이같이 말했다.

내년 2월 만료되는 뉴 스타트는 두 나라의 핵탄두를 각각 1천550기로 제한하는 것을 골자로 한 협정으로, 연장 논의를 위해 양국은 차관급 회담을 지난 6월에 이어 두 번째로 진행했다.

빌링슬리 특사는 협정 연장의 조건으로 뉴 스타트에서 다루지 않는 러시아의 단거리 핵무기 증강 문제에 대한 해결, 더 탄탄한 검증 시스템의 확보 등을 내걸었다.

그는 "러시아는 우리의 입장을 이해하고 있다"며 "앞으로 지켜봐야 할 것은 모스크바가 이 협상을 성사시키기 위한 정치적 의지가 있는지 여부"라고 강조했다.

그러면서 "공은 이제 러시아 쪽으로 넘어갔다"고 덧붙였다.

더불어 빌링슬리 특사는 중국의 뉴 스타트 연장 논의 참여에 대해 "중국을 포함할 수 있는 틀이 적절한 시기에 구축될 것"이라고 말했다.

이는 중국의 참여를 강조한 미국의 기존 입장에서 다소 완화된 것이라고 로이터는 평가했다.

이에 대해 러시아는 뉴 스타트 연장과 관련한 미국의 입장에 변화가 없는 것으로 본다고 밝혔다.

랴브코프 차관은 "미국이 이 협정의 연장에 대해 선택 가능성을 닫은 것은 아니지만 합의를 할 준비는 여전히 안 돼 있다"고 말했다고 타스 통신이 전했다.
