무라야마 전총리 "침략·식민지배 불인정이 일본 명예 손상"

"1995년 무라야마 담화, 아시아 화해·평화에 공헌 기대"

(도쿄=연합뉴스) 박세진 특파원 = 무라야마 도미이치(村山富市·96) 전 일본 총리가 15일 일본이 과거의 역사적 사실을 겸허히 받아들여야 한다고 거듭 촉구하는 담화를 내놓았다.

1995년 일본의 식민지 지배와 침략에 대해 사죄하는 이른바 '무라야마 담화'를 발표했던 무라야마 전 총리는 이날 일본의 태평양전쟁 패전 75주년을 맞아 이런 내용의 '신(新) 무라야마 담화'를 공개했다.

그는 이날 담화에서 "25년 전 발표한 무라야마 담화가 중국, 한국, 미국, 유럽 등 세계 각국의 사람들과 정부로부터 높은 평가를 계속 받고 있다"면서 "역사적 사실을 겸허히 받아들여 평화와 민주주의, 국제협력을 기조로 하는 일본의 진로를 명확히 할 필요가 있다고 생각했다"고 당시 담화 작성 배경을 회고했다.

그는 "역사에 대한 검증과 반성 노력을 '자학사관' 등이라고 공격하는 움직임도 (일본 내에서) 있지만, 이는 완전히 잘못된 것"이라며 역사적 사실을 왜곡하려는 일본 내 우익 세력을 비판했다.

그러면서 "과거를 겸허하게 묻는 일은 (오히려) 일본의 명예로 이어진다"며 "침략과 식민지 지배를 인정하지 않는 자세야말로 이 나라(일본)의 명예를 손상하는 것"이라고 강조했다.

무라야마 전 총리는 "'무라야마 담화'가 앞으로 일본, 아시아, 그리고 세계의 화해, 평화, 발전에 공헌하기를 기대한다"며 발표한 지 25주년이 된 이 담화의 정신을 이어나가야 한다는 뜻을 밝혔다.

무라야마 전 총리는 일본 패전 50주년 기념일인 1995년 8월 15일 당시 내각 수반(총리) 자격으로 일제의 식민지 지배와 침략에 대해 진솔하게 사죄하는 '무라야마 담화'를 발표했다.

그는 당시 각의(국무회의)에서 의결된 이 담화에서 "식민지 지배와 침략으로 아시아 제국의 여러분에게 크고 많은 손해와 고통을 줬다"며 "의심할 여지 없는 역사적 사실을 겸허하게 받아들여 통절한 반성의 뜻을 표하며 진심으로 사죄의 마음을 표명한다"고 밝혔다.

이 담화는 일제의 강제 동원 피해자 배상이나 위안부 문제를 언급하지 않았지만, 일본 정부가 과거의 식민지 지배에 대해 가장 적극적으로 사죄한 것이라는 평가를 받았다.

비(非) 자민당 연립 정권 시절인 1994년 6월부터 1996년 1월까지 사회당 대표로 내각을 이끌었던 무라야마 전 총리는 1994년 패전기념일에 열린 전몰자 추도식 식사를 통해 가해국으로서의 반성을 처음 언급해 이후로 이 전통이 지켜졌으나 2012년 12월 2차 집권을 시작한 아베 신조(安倍晋三) 총리 이후로 그 관행이 깨졌다.

도쿄신문은 무라야마 신(新) 담화는 '무라야마 총리 담화 계승· 발전 모임'에 참여하는 역사학자 3~4명이 원안을 만들고 올해 96세인 무라야마 전 총리가 손보는 절차를 거쳐 발표됐다고 전했다.
