[길따라 멋따라] 전남 장성호 낚시금지에 낚시인들 '반발'

청와대 국민청원 올리고 장성군 농산물 불매운동까지

(서울=연합뉴스) 성연재 기자 = 전남 장성군이 지역 최대 낚시터인 장성호를 낚시 금지구역으로 지정하려 하자 전국의 낚시인들이 반발하고 있다.

장성군은 최근 장성호를 낚시 금지구역으로 지정할 것을 행정 예고했다.

1976년 농업용수를 공급하기 위해 조성된 장성호는 총면적이 1만2천ha에 달해 '내륙의 바다'로 알려진 곳이다. 내장산 자락에 있어 풍광도 수려하다.

최근 청와대 국민청원 게시판에는 '850만 서민의 취미 낚시를 지켜주세요'란 글이 올라왔다.

청원인은 장성호 낚시 금지 예고에 대해 "가벼운 주머니를 털어 일상의 고단함을 풀어주었던 서민들의 취미 낚시가 이제는 시대가 바뀌었다고 서러운 찬밥신세가 된 느낌"이라며 "이는 '굴뚝 없는 공장'이라 불리는 레저관광산업의 기능을 부정하고 역행하는 처사"라고 주장했다.

반발하고 있는 낚시인들은 호남권뿐만 아니라, 수도권 등 전국의 낚시인들이다. 현재 청원에 동의한 사람의 숫자는 6천명에 가깝다.

장성군의 낚시 금지구역 지정은 농어촌공사의 요청에서 시작됐다.

장성군 관계자는 "농어촌공사 장성 지사가 낚시 금지를 요청해 행정예고를 했다"면서 "전국 120개 저수지도 마찬가지로 낚시가 금지된 상태지만 암묵적으로 낚시를 허용해 온 것으로 안다"고 말했다.

농어촌공사 장성지사 관계자는 "최근 장성호 수변 공원화 이후 하루 7천여명의 관광객이 방문한다"면서 "관광객들이 낚시에 대한 민원을 제기해 낚시 금지 조치를 장성군에 요구했다"고 말했다.

민원 대부분이 낚시 쓰레기와 낚시 안전 등에 대한 것으로, 농어촌공사에 제기되는 민원은 한 달에 1∼2건가량인 것으로 알려졌다.

낚시인들은 극히 일부의 민원을 핑계 삼아 농어촌공사와 지방자치단체가 수십 년 낚시를 해 온 곳을 한순간에 낚시 금지구역으로 만들어 버리는 것은 행정편의주의라고 주장하고 있다.

또한, 관광객의 동선과 부딪히는 경우에는 낚시 가능 지역과 불가능 지역을 정하는 등 합리적인 대안도 모색해야 한다는 게 낚시인들의 입장이다.

낚시인들이 가장 억울해하는 것은 쓰레기 문제다.

주로 고정된 자리에서 움직이지 않고 취사나 야영을 하는 낚시인들이 쏟아내는 쓰레기 탓에 모든 낚시인이 한꺼번에 도매금으로 넘어가게 됐다고 억울해하고 있다.

낚시인들은 실제로 수년간에 걸쳐 조직적으로 낚시터 주변 청소를 해오고 있다. 주로 SNS와 모바일에 강한 젊은 낚시인들이 운동을 주도해 왔다.

이번 장성호 낚시 금지 방침에 발끈한 것도 젊은 낚시인들이다. 이들은 이번 장성군의 조치가 다른 낚시터 폐쇄의 신호탄이 되지나 않을까 우려하고 있다.

낚시 인구는 점차 늘고 있지만, 낚시를 할 수 있는 필드는 점차 줄어들자 낚시인들의 위기감도 커지고 있다.

해양수산부에 따르면 지난해 국내 낚시 인구는 800만명을 넘어서 등산 인구를 추월했다. 그러나 낚시를 할 수 있는 곳은 점점 줄어들고 있어 대책이 시급하다고 낚시인들은 말한다.

올해 들어 전북 지역의 경우 전주 인근 백석제 등 3개 저수지가 낚시 금지구역으로 지정됐으며, 지난해에도 충북 음성군의 원남지 등 두 군데에서 낚시가 금지됐다.

장성군은 2018년에 이어 최근 또 다른 출렁다리를 개통하는 등 수변 백릿길 사업을 통해 장성호 일대를 체류형 관광지로 육성하려 하고 있다.

'낚시하는 시민연합' 김욱 대표는 "수십년간 낚시인들이 지역경제에 이바지해왔는데, 한순간에 버림을 받은 느낌"이라며 "모든 낚시인을 규합해 맞서겠다"고 말했다.

한 낚시인은 "국내 낚시를 할 곳이 점점 줄고 있는데 이러다 코로나19가 풀리면 외국으로 물밀듯 낚시여행을 떠나게 되는 건 아닌지 걱정이 된다"고 말했다.

낚시인들은 낚시인들의 지역 사회 기여가 결코 적지 않다는 점을 강조한다.

한 낚시인은 "보통 1박을 기본으로 하기 때문에 주변의 민박집에서 숙박과 식사를 해결해야 한다"면서 "숙박비와 식비 등 1인당 20만원은 기본으로 지출해 왔는데 이제 낚시인들을 헌신짝 취급하고 있다"고 말했다.

바낙스 유철무 프로는 "과거의 저수지는 농업에 필요한 존재로만 가치가 있었지만, 이제 레저산업으로 활용해 부가가치를 높여야 할 것"이라고 말했다.

낚시인들은 앞으로 전남 장성군에서 생산한 모든 생산물을 불매하고, 장성군 방문도 하지 말자는 운동을 벌일 계획이다.
