경기도 '마스크 착용 의무화' 초강수…혼선·마찰 우려도(종합)

교회발 집단 감염 확산, 광화문 광복절 집회, 파주 스타벅스 점포 등 각종 실내외 공간에서 집단감염이 동시다발로 발생하고 있는데 따른 불가피한 조치라는 게 경기도의 설명이다.

이재명 경기도지사는 이날 오후 기자회견에서 "최근에 파주 스타벅스 감염사례는 지금껏 우리가 겪어보지 못한 특수한 사례로, 건물 2층에 같이 있었다는 이유로 함께 체류했던 사람들이 감염되고 있다"며 "(이처럼 코로나19의) 전파력이나 전파 속도가 매우 높고 빠르다는 점을 고려해 실내에서도 마스크 착용을 강제할 수밖에 없다"고 밝혔다.

파주 스타벅스 야당점에서는 지난 12일 방문객 5명이 처음 확진된 이후 19일 오후 2시까지 모두 50명이 확진됐다.

방역당국은 커피전문점의 특성상 확진자 대부분이 점포 내에서 마스크를 착용하지 않은 것으로 파악하고 있다.

이번 행정명령에 따라 경기도 거주자와 방문자는 모두 이날 오후부터 별도의 해제 조치가 있을 때까지 집회·공연 등 다중이 집합한 실외는 물론, 실내에서도 마스크를 의무적으로 착용해야 한다.

다만 일상적 사생활이나 음식물 섭취 등 불가피한 경우 의무 착용 대상에서 제외했다.

그러나 도가 실내 마스크 착용에 관한 세부 지침을 제시하지 않아 어느 장소에서 어느 수준까지 마스크를 착용해야 하는지를 두고 문의가 이어지고 있다.

이런 가운데 도가 이를 준수하지 않을 경우 감염병예방법에 따라 300만원 이하의 벌금이나 10만원 이하의 과태료가 부과될 수 있다고 밝혀 실제로 단속이 이뤄질 경우 혼선과 마찰이 예상된다.

이 지사는 이날 회견에서 "최대한 자발적인 협조를 요청하되 잘 안 될 경우 신고가 들어온 곳, 위험한 곳을 중심으로 경찰과 공무원들이 함께 직접 단속할 수밖에 없다"고 강경 대응 방침을 밝힌 상태다.

도 관계자는 "코로나19 확산세가 워낙 긴박한 상황이어서 세부 지침을 마련하지 못했지만, 사생활 영역인 가정 내부와 불가피하게 음식을 먹을 때를 제외하고는 모든 실내에서 마스크를 써야 하는 것이 원칙"이라며 "음식점이나 카페에서도 음식물을 섭취하지 않고 대화 등을 할 때는 가능하면 마스크를 써야 한다"고 설명했다.

또 "지난 12일 개정된 관련 시행규칙의 발효 시점에 맞춰 과태료의 경우 10월 12일까지 계도기간을 거쳐 같은 달 13일부터 부과할 방침"이라고 덧붙였다.

그러나 일부 카페 업자와 시민들은 지침이 명확하지 않아 혼선이 불가피할 것 같다는 불만도 나온다.

수원 광교신도시에서 카페를 운영하는 A씨는 "행정명령 이전에도 안내문과 구두 설명으로 마스크 착용을 계속 안내했는데 어떻게 더 조심을 시키라는 건지 모르겠다"며 "카페라는 장소 특성상 음식을 먹는 순간과 대화를 나누는 순간이 구분되지 않아 어떤 순간이 위반인지도 알기 어렵다"고 불만을 토로했다.

인근에서 식당을 운영하는 B씨는 "밥을 먹으려면 마스크를 벗을 수밖에 없는데, '식사 중 대화 금지'라는 안내문이라도 붙여야 하는 거냐"며 "취지는 이해하지만 실제로 지켜지기는 어려울 것 같다"고 말했다.

수원 광교의 한 시민은 "카페나 커피 전문점에서 잠깐 마스크를 벗고 있다가 누가 신고라도 하거나 단속에 걸리면 300만원 벌금을 내야 하느냐"면서 "도에서 먼저 명확한 기준을 제시했어야 한다"고 말했다.

또 다른 시민은 "코로나19 2차 감염 위험성 때문에 마스크 의무화 조처를 한 점은 이해한다"면서도 "그러나 선제적 조치를 취해야 한다는 급한 마음에 구체적 지침도 없이 발표부터 한 느낌을 지울 수 없다"고 지적했다.
