가족 동의하면 강제 결혼도 허용

여성계·국제사회 법안 철회 촉구 "매우 잘못된 법"

(서울=연합뉴스) 홍준석 기자 = 소말리아에서 여성의 생식기가 성숙하면 결혼을 허용하고 가족들이 동의하면 강제로 결혼도 시킬 수 있는 법안이 발의돼 논란이 일고 있다.

이는 여자아이들의 조기 결혼을 법적으로 정당화하는 것이어서 여성계와 국제사회의 큰 반발을 사고 있다.

14일 AP통신 등에 따르면 세계에서 남성 중심의 가장 보수적인 나라로 평가받는 소말리아 의회는 최근 소녀의 생식기가 성숙해지는 사춘기에 이르면 결혼을 허용하는 남녀 성관계 법안(Sexual Intercourse bill) 개정안을 발의했다.

소말리아 의회 부의장인 압델리 무데이는 법안을 발의한 후 "이슬람 율법과 전통에 따라 이번 법안을 통과시키려 한다"고 말했다.

다만 법안이 언제 투표에 부쳐질지는 아직 확인되지 않았다.

한 여성인권단체는 "논란의 새 법안이 통과되면 신종 코로나바이러스 감염증(코로나19) 확산으로 악화한 소말리아의 여성폭력과 여성할례(FGM) 문제가 더욱 심화할 수 있다"면서 우려를 표했다.

국제사회도 소말리아 의회가 내놓은 새 법안에 반대했다.

프라밀라 패튼 '분쟁하 성폭력' 유엔 사무총장 특별대표는 성명을 통해 "이 법안으로 소말리아에서 진행 중인 반성폭력 운동에 중대한 차질이 빚어질 수 있다"면서 "즉각 철회돼야 한다"고 지적했다.

패튼 특별대표는 "작년에도 소말리아 의회 의장이 '기존 법에 어긋난다'면서 국무의회에서 의결해 제출한 성범죄법 개정안을 반려했다"면서 우려했다.

미첼 바첼레트 유엔 인권최고대표도 "조혼을 비롯한 우려스러운 관습들을 합법화하는 이번 법안이 통과되지 못하도록 반드시 막아야 한다"고 경고했다.

유엔인구기금의 안데르스 톰센은 성명을 통해 "(이번 법안은) 매우 잘못됐다"면서 "모든 성범죄를 처벌하고 예방하는 데에 필수적인 기존 법안을 재도입하라"고 촉구했다.

소말리아 태생의 여성 사회운동가 일와드 일만을 포함한 소말리아 국민 수천 명도 이 법안에 반대하는 청원을 제출했다.

유엔인구기금(UNFPA)은 지난달 소말리아에서 코로나19 팬데믹(세계적 대유행) 이후 강간 등 성범죄가 증가했다는 조사 결과를 발표했다.
