(태안=연합뉴스) 이은파 기자 = 미래통합당 성일종(충남 서산·태안) 의원은 소형 어선과 동력 수상레저기구에도 위치발신장치 설치를 의무화하는 내용의 '어선법 일부 개정 법률안'과 '수상레저안전법 일부 개정 법률안'을 대표 발의했다고 2일 밝혔다.

현행 어선법에 따르면 2t 이상 어선 소유자는 위치발신장치를 갖춰야 하며, 운항 시 이를 작동해야 한다.

수상레저안전법에는 10해리(18.52km) 이상 떨어진 곳에서 운항하는 동력 수상레저기구도 같은 장치를 설치해야 한다.

그러나 2t 미만의 소형 어선과 동력 수상레저기구의 경우 위치발신장치 설치가 의무화돼 있지 않다.

지난 4∼6월 중국인들이 충남 태안 해안으로 밀입국할 당시 해군과 해경은 밀입국 선박을 레이더로 확인하고도 소형 어선, 동력 수상레저기구 등과 구분하지 못해 적절한 대응을 하지 못했다.

성 의원은 "소형어선 등을 이용한 밀입국 사건이 재발해서는 절대 안 된다"며 "이 개정안이 통과되면 밀입국 방지는 물론 소형 어선과 동력 수상레저기구에서 긴급상황이 발생할 시 발 빠른 대처가 가능할 것"이라고 말했다.
