정부 "국내 의사수 부족 점점 심화…지역 편차도 심각"

"인구구조 반영해 정기적으로 필요 의사수 추계해야"

(서울=연합뉴스) 신선미 최재서 기자 = 정부는 우리나라 의사 수가 경제협력개발기구(OECD) 국가에 비해 많이 부족하다면서 의과대학 정원 증원 필요성을 재차 강조했다.

김강립 중앙재난안전대책본부 1총괄조정관(보건복지부 차관)은 5일 정부세종청사에서 열린 브리핑에서 "우리나라의 의사 부족 문제는 점점 심화하고 있으며 미래를 위해 이제 문제를 더 방치할 수 없는 수준에 도달했다"고 말했다.

그는 이어 "우리나라 의사 수는 13만명 수준이지만 현재 활동하는 의사 수는 10만명 정도로, OECD 평균 16만명과 단순비교해도 절대적으로 부족한 상황"이라면서 "이런 상황이 계속되고 있는 점에 대해 정부뿐 아니라 사회 각계에서도 의사 부족 문제를 제기해왔다"고 설명했다.

김 1총괄조정관은 의사 인력 지역 편중 현상에 대해선 "지역별로 보면 서울은 인구 1천명당 의사 수가 3.1명인데 비해 경북은 1.4명, 충남은 1.5명 등으로 서울의 절반에도 미치지 못한다"면서 "지역 편차가 매우 크고 지역의 의사 수 부족이 심각한 상황"이라고 우려했다.

그는 아울러 인기 진료과목 쏠림 현상에 따른 필수 진료과목 인력 부족 현상을 거론하면서 우리나라 전문의 10만 명 가운데 감염내과 전문의는 277명, 소아외과 전문의는 50명도 되지 않는다고 지적했다.

정부는 이런 문제를 해소하기 위해 지난달 23일 의대정원 증원 방안을 발표했다.

2022학년도부터 의대 입학정원을 늘려 10년간 4천명의 의사를 양성하는데 이 가운데 3천명은 지역의사 특별전형을 통해 선발해 10년간 특정 지역에서 의무복무하는 지역의사로 육성하는 것이 골자다. 나머지 1천명 중 500명은 역학조사관·중증외상·소아외과 등 특수 분야 인력으로, 다른 500명은 기초과학 및 제약·바이오 분야 연구인력으로 충원한다.

다만, 이번 증원 조치는 인구 구조 변화 등을 고려해 10년간 한시적으로 적용된다.

김 1총괄조정관은 "현재의 인구 구조가 어떻게 변화할지, 또 의료기술과 의학의 발전이 어떤 형태로 진행될지 등이 앞으로 5년, 10년 뒤 의사 수 문제를 추계하는 데 있어 영향을 미칠 수 있는 변수"라면서 "이 외에도 다양한 변수를 함께 고려하면서 지속적인 모니터링을 통해 보다 합리적인 의사 수를 추계하고 공급 노력을 하는 것이 정책적으로 필요하다"고 밝혔다.

현재 한해 의대 정원은 3천58명이다. 의대 정원은 김영삼 정부 시절 정원 40명 규모의 의대 9개를 신설하면서 3천3천253명으로 늘어났지만, 2006년 정원이 다시 10% 감축된 이후 15년간 동결된 상태다.
