미국, 고체연료 로켓 개발 제한 풀었지만 사거리는 800㎞로 계속 묶어

(서울=연합뉴스) 김귀근 기자 = 한국군이 최초의 지대지 미사일인 '백곰'을 독자 개발하던 1970년대 초반 미국의 압박은 거셌다. 동서 화해 분위기를 조성 중이던 미국은 한국군의 지대지 미사일 개발이 이런 분위기에 찬물을 끼얹을 것을 우려하고 노골적인 압박을 가해왔다.

'백곰'이 태어나기까지의 비화를 담은 서적 '백곰, 도전과 승리의 기록'(플래닛미디어刊)을 보면 미국의 압박이 잘 묘사되어 있다. 당시 백곰 개발에 참여했던 안동만·김병교·조태환 박사가 공동으로 집필했다.

1일 이 책자에 따르면 백곰 개발이 착착 진행되던 시기인 1976년 5월, 미국 중앙정보국(CIA)은 국무부에 비밀 전문을 띄운다.

"한국의 미사일 설계도 초안이 거의 완성됐다. 이 새로운 미사일은 나이키 허큘리스(미국 지대공미사일) 추진기관과 기체, 통제시스템, 유도·조종장치를 대폭 개량하거나 완전히 재설계한 것이다."

이런 첩보가 전해지자 미국 정부 인사들은 격앙했다. 당시 주한미군 사령관, 주한 미국대사, 국방부 안보담당 차관보가 국방과학연구소(ADD)를 방문해 미사일 개발 중단을 요구했다. 심지어 이 차관보는 "탄도미사일 개발 뒤에는 핵을 개발할 것이냐?"라는 등 거칠게 항의했다고 한다.

한국의 미사일 개발뿐 아니라 핵 개발을 의심했던 미국 정부의 속내를 보여주는 한 장면이었다.

◇ 첫 지대지미사일 '백곰' 성공 후 미국 사찰단 ADD 샅샅이 뒤져

백곰은 1978년 9월 26일 충남 태안 ADD 안흥시험장에서 공개적으로 이뤄진 시험 발사에서 성공했다.

며칠 후 당시 존 위컴 주한미군 사령관이 ADD를 방문했다. 또 얼마 뒤 카터 행정부가 파견한 7명의 사찰단이 ADD를 샅샅이 뒤지면서 미사일 개발 기술을 어느 나라에서 가져왔는지 등을 캐물었다.

1979년 7월, 위컴 사령관은 당시 노재현 국방부 장관에게 탄도미사일 개발 중단을 요구하는 공식 서한을 보냈다. 이에 노 장관은 그해 9월, 한국의 미사일 개발 범위를 미국이 용인할 수 있는 수준으로 제한하겠다는 입장을 서한으로 발송했다.

이 서한에는 '사거리 180㎞ 이내, 탄두 중량 500㎏ 이내'로 하겠다는 내용이 담겼다. 한국이 미국의 압박에 못 이겨 '미사일 개발 지침'을 마련해 통보한 것이다.

'한미 미사일 지침'은 이렇게 탄생했다. 엄밀히 말하자면 한국이 가이드라인(지침)을 만들어 통보했기 때문에 '한미'라는 말을 빼고 '미사일 지침'으로 부르는 것이 맞는다고 주장하는 사람들이 많다.

미국의 압박에 의한 한국군의 '미사일 족쇄'는 1979년 이후 네차례 개정됐다.

그때마다 제한 사거리가 늘어나기는 했지만, 여전히 '800㎞ 이내'로 묶여있다. 한국의 미사일 주권을 미국이 계속 속박하고 있는 것이다.

이런 미국은 사거리 9천600여㎞의 대륙간탄도미사일(ICBM) '미니트맨-3' 400발과 사거리 1만3천㎞의 잠수함발사탄도미사일(SLBM) '트라이던트-2 D5'를 오하이오급(1만8천t급·14척 운용) 전략핵잠수함(SSBN)에 가득 싣고 다닌다.

자신들은 해도 되고 남은 해서는 안 된다는 강대국의 '내로남불'(내가 하면 로맨스, 남이 하면 불륜)이라는 비판을 받는 것도 이런 이유에서다.

청와대는 지난달 28일 한국의 우주 발사체에 대한 고체 연료 사용 제한을 해제하는 내용의 2020년 미사일 지침 개정을 채택한다고 발표했다. 이에 따라 추력이 '100만 파운드·초'가 넘는 고체 연료 로켓 개발이 가능해졌다.

그간 발사체의 고체 연료 추력이 미사일 지침에 따라 '100만 파운드·초'에 묶여 있다 보니 관련 연구도 2013년 발사된 우리나라 첫 우주발사체 나로호(KSLV-Ⅰ)의 2단 킥모터에서 한발짝도 나가지 못하고 있다.

당시 나로호 2단부는 추력이 '100만 파운드·초'에 맞춰 개발됐다. 선진국 고체 연료 로켓의 10분의 1 수준이다. 발사체를 우주로 보내기 위해서는 '5천만 또는 6천만 파운드·초'가 필요하다.

이번 개정은 작년 10월 '국가안보실이 백악관 국가안보회의(NSC)와 접촉해 고체 연료 문제를 해결하라'는 문재인 대통령의 지시에 따라 지난 9개월간 집중 협의 끝에 이뤄졌다.

일본은 2013년 2단 고체 연료 로켓 '엡실론'을 쏘아 올린 바 있다. 한반도 주변국은 로켓에 고체 연료 사용을 제한받지 않고 있다.

◇ '사거리 800㎞ 이내' 족쇄 풀려야 '미사일 주권' 회복

이제 '사거리 800㎞ 이내' 족쇄만 풀리면 한국군의 미사일 주권은 온전히 회복된다.

이와 관련, 김현종 청와대 국가안보실 2차장은 지난달 28일 브리핑에서 "800㎞ 사거리 제한을 푸는 문제는 결국 '머지않아, 때가 되면(in due time)' 해결될 것"이라고 밝혔다. 그러면서 "안보상 필요하다면 이 제한을 해제하는 문제를 언제든 미국 측과 협의할 수 있다"고 덧붙였다.

1998년 북한이 인공위성 발사용이라고 주장한 장거리 로켓을 처음 발사한 데 이어 2012년 4월 장거리 로켓을 또 발사한 것 등이 계기로 작용해 미사일 지침이 1차, 2차 개정된 바 있다. 2017년에 이뤄진 3차 개정은 북한의 핵·미사일 도발이 잇따르자 대응 조치가 필요하다는 여론이 작용했다.

앞으로 북한이 어떤 군사적 행동을 하느냐에 따라 마지막 족쇄인 사거리 제한을 푸는 협의가 진행될 가능성이 있다.

문 대통령은 지난 29일 우주 발사체에 대한 고체 연료 사용 제한이 해제된 것과 관련, "앞으로 완전한 미사일 주권을 확보하기 위한 노력을 계속해 나가자"고 당부했다.

ADD는 2017년 8월, 사거리 800km 탄도미사일의 실전 배치를 위한 마지막 비행시험 영상을 공개했고, 이 미사일은 실전 배치됐다. 800km 탄도미사일은 제주도에서 발사하면 신의주에 도달할 수 있고, 북한의 가장 먼 동쪽 두만강까지는 포항 남쪽에서 쏴도 타격권에 들어간다.

이런 이유로 800㎞ 이상의 사거리를 가진 탄도미사일이 왜 필요하냐는 주장도 나온다. 그러나 주변국에 의한 '미래 위협'에 대응하려면 중·장거리 미사일이 필요하다는 주장도 만만찮다.

한국군의 미사일 사거리가 800㎞ 이상을 넘어가면 당장 중국과 러시아가 반발할 가능성이 있다.

하지만 이들 강대국은 이미 핵무기와 ICBM을 비롯해 한반도를 사거리에 넣는 중거리 탄도미사일도 개발해 실전 배치해 놓고 있다.

전문가들은 이번 우주발사체 고체 연료 제한 해제로 한국군이 중장거리 미사일을 개발할 수 있는 토대를 마련했다고 평가한다. 우주발사체와 중장거리 미사일은 로켓 엔진 등의 기술이 거의 동일하기 때문이다. 고체 로켓 우주발사체 기술을 언제든 중장거리 미사일 개발에 이용할 수 있다는 것이다.
