또 경기도 포천에서는 수문 확인을 위해 보트를 타고 나간 낚시터 관리인이 실종되는 등 경기북부 지역에서 인명 피해가 잇따랐다.

남양주 저지대에서는 만일의 상황에 대비해 주민 120여명이 인근 학교로 대피했으며, 가평지역 곳곳에서 가스 공급과 수도 공급이 중단돼 주민들이 큰 불편을 겪고 있다.

◇ 토사에 펜션 매몰돼 60대 여주인과 딸·2세 손자 숨져

경기도북부소방재난본부에 따르면 이날 오전 10시 37분께 가평군 가평읍 산유리에서 토사가 무너져 펜션을 덮쳤다는 119 신고가 접수됐다.

무너진 건물은 펜션의 관리동 건물로, 건물 안에 있던 펜션 주인 A(65·여)씨와 A씨의 딸 B(36)씨, 손자 C(2)군이 사망했다.

B씨는 뉴질랜드에서 거주하다 어머니의 펜션 일을 도우며 아들을 국내에서 양육하기 위해 귀국했다가 참변을 당한 것으로 전해졌다.

또 현장에 베트남 출신의 40대 펜션 직원이 매몰돼 있는 것으로 추정돼 소방당국이 수색작업을하다가 이날 오후 8시께 일단 중단했다.

소방당국은 4일 오전 수색작업을 재개할 예정이나, 이 직원의 차량이 현장에 없는 점 등으로 미뤄 다른 곳으로 이미 대피했을 가능성도 있어 소재 파악 작업도 하고 있다.

수색 작업에 소방과 경찰 인력 39명이 투입됐으며, 굴착기 4대와 지게차 1대 등 장비 16대가 동원돼 구조 작업에 총력을 기울이고 있다.

다만 현장 인근 도로에 토사가 쌓이고 도로가 유실돼 진입이 어려워 시신을 수습하기까지 6∼7시간이 소요됐다.

가평군에는 이날 오전 0시부터 오후 6시까지 곳에 따라 200㎜ 전후의 많은 비가 내렸으며, 오전 한때 시간당 80㎜의 비가 쏟아졌다.

펜션 관리동과 따로 떨어져 있던 숙소동에서 머물던 투숙객들은 무사히 대피했다.

◇ 가평·포천서 급류에 2명 실종…곳곳서 고립

이날 오전 10시 27분께 가평군 청평면 대성리 계곡에서 1명이 급류에 떠내려갔다는 신고가 접수돼 수색 작업이 진행 중이다.

앞서 이날 오전 1시께 포천시 관인면의 한 저수지 낚시터에서 관리인 A(55)씨가 보트를 타고 나갔다가 실종돼 수색 중이다.

A씨는 저수지 물이 급격히 불어나자 수문 배수 상태를 확인하러 나갔다가 급류에 휩쓸린 것으로 파악됐다.

오전 10시 18분께에는 청평면 대성리에서 차량이 떠내려간다는 신고가 접수돼 출동한 구조대원들이 차 안에 있던 장애인 1명을 구조했다.

오전 11시 20분께 청평면의 한 컨테이너에 물이 차 내부에 있던 2명이 고립됐다가 구조돼 병원으로 옮겨졌다.

비슷한 시간 청평면의 한 주택에서는 "토사가 무너져 집 바로 뒤까지 밀려왔는데 다리가 물에 잠겨 대피를 못 하고 있다"는 신고가 접수돼 구조 대원들이 3명을 대피시켰다.

남양주 진관교 일대 왕숙천 범람 위기…홍수경보

(서울=연합뉴스) 한강홍수통제소가 3일 오전 10시 10분을 기해 경기 남양주시 진관교 일대 왕숙천에 내려진 홍수주의보를 홍수경보로 상향했다.
진관교 수위는 빠르게 상승해 이날 오전 10시 30분 현재 3.04ｍ를 기록, 홍수 경보 기준(3ｍ)을 넘겼다.

◇ 가평서 가스·수도공급 중단…남양주에선 홍수경보에 주민 120명 대피

가평군에 따르면 이날 오후 1시 30분부터 가평 청평면·상면 행현리·덕현리·임초리에 상수도 공급이 중단됐다. 상수도 공급은 이날 오후 10시께 복구될 예정이다.

또 가평군 가평읍 달전천에서 제방이 유실되면서 땅에 묻혀 있던 가스관과 상수도관 일부가 드러나 가평군과 가스공급 업체는 이날 오전 11시부터 가평읍 5천700가구에 가스 공급을 끊었다.

경기 남양주시에서는 왕숙천 범람이 우려되자 퇴계원면 저지대 96가구 주민 120여명이 긴급 대피했다.

이 지역에는 이날 오전 10시를 전후해 시간당 42.5㎜ 집중호우가 내렸다.

지난달 31일부터 나흘째 이어진 비에 왕숙천 진관교 수위가 급격히 상승하자 홍수경보가 내려졌다.

이에 남양주시는 퇴계원면 저지대 마을인 신하촌 21가구 40명을 인근 퇴계원고로 대피시켰다. 나머지 75가구 80여명은 친척과 지인 집으로 대피했다.

다행히 마을은 침수되지 않았다. 비가 소강상태를 보이면서 왕숙천 수위도 내려가고 있다.
