(서울=연합뉴스) 김치연 기자 = '386 운동권' 출신 태양광 사업가 허인회(56) 녹색드림협동조합 전 이사장이 국회와 일부 정부 기관에 도청탐지 장치 납품을 청탁한 혐의로 검찰 수사를 받는 것으로 확인됐다.

6일 법조계에 따르면 서울북부지검 형사5부(서인선 부장검사)는 변호사법 위반 혐의로 허 전 이사장에 대해 구속영장을 청구했다.

검찰은 허 전 이사장이 2015년 국회에 수억원 규모의 도청 탐지장치 납품을 대리하는 과정에서 국회의원을 만나 청탁한 혐의가 있다고 보는 것으로 알려졌다.

허 전 이사장이 인맥을 활용해 의원들을 찾아가 도청 대비 필요성을 말하면서 국회와 일부 정부 기관 등에 도청 탐지장치 제작업체 G사 제품을 납품하도록 돕고 수수료 명목으로 수천만원을 받았다는 의혹도 제기됐다.

실제로 G사의 제품은 일부 정부기관에 납품된 것으로 알려졌다.

검찰은 기존에 들여다보던 허 전 이사장의 임금체불 및 불법 하도급 혐의 등과 별개로 국회 납품 의혹에 관한 내사에 착수해 최근 피의자 조사까지 마친 것으로 전해졌다.

허 전 이사장의 구속 전 피의자심문(영장실질심사)은 7일 오전 열린다.

앞서 허 전 이사장은 지난해 12월 직원 임금과 퇴직금 5억여원을 지급하지 않은 혐의로도 구속영장이 청구됐으나 법원은 "도망이나 증거인멸의 우려가 충분하다고 보기 어렵다"며 기각했다.

허 전 이사장은 서울시 태양광 미니발전소 사업과 관련한 불법 하도급 혐의로도 수사를 받았다.

그는 2015년 녹색드림협동조합 이사장으로 선출돼 서울시 태양광 미니발전소 사업에 참여하면서 서울시 보조금을 받고 시공하기로 한 태양광 미니발전소 물량 다수를 자신이 대주주로 있는 중소기업 '녹색건강나눔'에 불법으로 하도급을 준 혐의를 받는다.

이를 수사한 경찰은 지난 5월 허 전 이사장에 대해 전기공사업법 위반·국가보조금 관리법 위반·지방재정법 위반 등 혐의로 기소의견을 달아 검찰에 송치했다.

지난해 감사원 감사 결과에서 해당 협동조합은 2015년 서울시 태양광 미니발전소 사업 보조금 지원 대상으로 선정되는 과정에서 자격요건을 갖출 때까지 모집 기간을 임의로 연장받는 등 혜택을 받은 것으로 드러났다.

허 전 이사장은 1980년대 고려대 총학생회장을 지낸 '386 운동권' 출신 친여 인사로 2000년 새천년민주당, 2004년 열린우리당 공천을 받아 총선에 출마했다. 2004∼2005년에 열린우리당 청년위원장을 지냈다.
