"코로나19 시대, 공공 R&D 확대해 취약계층 소외 막아야"

(서울=연합뉴스) 정윤주 기자 = 신종 코로나바이러스 감염증(코로나19) 사태를 계기로 취약계층 보호를 위한 공공 연구개발(R&D) 등 정부의 역할 확대가 필요하다는 주장이 나왔다.

한국과학기술기획평가원(KISTEP) 혁신전략연구소는 13일 '코로나19 대응 주요국의 R&D 및 관련 전략 분석과 시사점' 보고서를 통해 취약계층의 소외를 막으려면 사회 안전망 등 시스템에 대해 공공 R&D 투자를 늘려야 한다고 강조했다.

공공 R&D 투자 확대를 위한 방향으로는 정보통신기술(ICT), 인공지능(AI), 빅데이터 등 신기술을 활용해 보건 안전망과 원격 진료체계를 갖출 것을 제안했다. 실제로 스웨덴, 독일, 노르웨이 등에서 원격 진료 애플리케이션인 KRY를 통해 무료 원격 진료를 지원하고 있다.

정부 차원에서 디지털 환경에 쉽게 접근할 수 있는 환경을 조성해 계층 간 디지털 격차를 줄이는 방안도 내놨다.

공공 R&D에 투자할 때는 우선순위를 설정할 필요가 있다고 지적했다. 감염병 치료제나 백신처럼 신속하게 개발돼야 하지만 평균 10∼15년의 기간이 필요한 분야의 우선순위를 높이고, 이 분야에 국가적 역량을 모아야 한다는 주장이다.

연구소는 해외 의존도가 높은 코로나19 PCR(유전자증폭) 검사 진단 키트의 핵심소재 원천기술을 개발할 필요가 있다면서 이를 위해 장기적으로 '한 우물 연구'를 지원하고, 원천기술 개발을 위한 기초연구 지원을 늘릴 것을 주문했다.

연구소는 주로 '작은 정부'들이 코로나19 위기 대응에 실패했다고 분석하고 정부 역할 강화에 대한 논의 필요성도 제기했다.

연구진은 "코로나19 이후 일자리와 실업 문제, 세대 갈등, 디지털 격차로 인한 갈등 등 다양한 양상이 전개되고 있다"며 "사회 안전망 구축과 공공 R&D 등 투자 주체로서 큰 정부론 논의가 필요하다"고 밝혔다.
