싼샤댐 수위 161m…태풍 영향 창장 하류에 폭우(종합)

4호 태풍 하구핏, '경계수위 초과' 타이후에 40mm 비 뿌릴 전망

(선양=연합뉴스) 차병섭 특파원 = 창장(長江·양쯔강) 유역 홍수로 싼샤(三峽)댐이 여전히 높은 수위를 유지하는 가운데, 강한 비바람을 동반한 4호 태풍 하구핏이 중국 동남부 해안지역을 지나고 있다.

4일 중국 당국 등에 따르면 창장 중류인 후베이성 이창(宜昌)의 싼샤댐 수위는 이날 오후 4시(현지시간) 기준 160.98m를 기록, 이날 오전 8시 161.05m와 비슷한 수준을 보이고 있다.

싼샤댐 수위는 올해 창장 유역 2호 홍수 당시였던 지난달 18일 164.5m로 상승, 기존 최고수위였던 163.11m를 넘어선 바 있다.

이후 3호 홍수가 왔던 지난달 29일에도 163.5m까지 물이 찼지만, 이후 지난달 30일 162.70m, 31일 161.69m, 이달 1일 161.22m, 2일 160.89m, 3일 160.91m의 수위를 기록했다.

수리부 창장 수리위원회는 "최근 창장 유역 대부분 지역, 특히 중하류는 온도가 높고 비가 적다"면서 "앞으로 일주일간 창장 상류 (쓰촨분지 등) 일부 지역에 중간 정도의 비가 내릴 것으로 예상된다"고 밝혔다.

이어서 "홍수 안전을 확보한다는 전제하에 상류 유입 수량이 감소하는 유리한 시기를 맞아 싼샤댐 등의 방류량을 줄여 중하류 홍수방지 압력을 덜어줄 것"이라고 말했다.

방류량을 줄일 경우 싼샤댐 수위가 다시 상승할 가능성이 있지만, 이는 당국의 통제 아래에 이뤄질 것으로 보인다.

중국 수리부 어징핑(鄂竟平) 부장(장관)은 "창장 중하류와 화이허(淮河) 중류, 타이후(太湖)는 (기존에 내린 비로) 높은 수위가 당분간 이어질 것"이라면서 현지 상황에 맞는 대비책 마련을 주문한 상태다.

이러한 가운데 4호 태풍 하구핏이 4일 오전 3시 30분께 동부 저장성 해안지역에 상륙해 오후 3시 기준 저장성을 지나고 있다.

상륙 후 일부 지역에서 초속 52m를 기록하기도 했던 바람은 초속 25m 정도를 유지하고 있으며, 태풍은 시속 28㎞로 북상 중이다.

하구핏은 4일 오전 8시부터 24시간 동안 창장 하류인 장쑤·저장성과 상하이(上海)에 많게는 250~300mm의 많은 비를 뿌릴 전망이다.

저장성 융캉(永康)시의 한 산간지역에서는 이날 오후 2시까지 342.7mm의 폭우가 쏟아지면서 홍수가 발생, 차량들이 물에 휩쓸려 떠내려가는 등의 피해를 입었다. 당국은 구조작업과 함께 피해 상황을 파악 중이다.

저장성 원저우(溫州)에서는 83만 가구가 정전 피해를 입기도 했다.

또 하구핏이 경계수위를 넘은 상태인 타이후 유역을 지나면서 40mm 안팎의 비가 올 전망인 만큼, 타이후 수위에 대한 우려가 나오고 있다.

당국은 어민들의 조업을 금지하고 항만시설 안전점검을 강화하도록 하는 한편, 열차·여객선·항공편 운행 및 고속도로 운영을 일부 중단하고 대형행사도 취소하도록 했다.

하구핏은 5일 오전 서해로 빠져나가 6일에는 북한 지역에 상륙할 것으로 예보됐다.
