日 코로나 하루 확진 1천600명 육박…7일 만에 최다치 경신(종합)

정부분과회 판단은 "감염자 점증단계…긴급사태 상황 아직 아냐"

英아스트라제네카 개발 중인 백신 1억2천만명분 확보 기본 합의

(도쿄=연합뉴스) 박세진 특파원 = 일본에서 7일 신종 코로나바이러스 감염증(코로나19) 신규 확진자 수가 하루 기준으로 최다치를 기록했다.

NHK 집계에 따르면 이날 전국에서 지자체별로 발표된 신규 확진자(오후 6시 30분 기준)는 도쿄 462명, 오사카 255명, 오키나와 100명을 포함해 총 1천584명이다.

이로써 그간 하루 기준 최다치이던 지난달 31일 기록(1천580명)이 7일 만에 경신됐다.

일본에서는 코로나19 확진자 일일 현황이 지자체별로 발표되기 때문에 이날 최종 집계치는 이보다 훨씬 많아질 것으로 예상된다.

일본의 하루 확진자 수는 지난달 29일 1천명 선을 처음 돌파하며 5일 연속 1천200명~1천500명대를 유지했다.

이어 지난 3일 960명대로 떨어졌다가 4일부터 다시 1천명대로 올라선 뒤 연일 급증세를 보이고 있다.

지금까지 누적 확진자는 4만6천590명, 사망자는 1천52명이 됐다.

코로나19 대책을 점검하는 일본 정부 분과회는 이날 회의를 열어 현 감염 상황이 분과위가 정해 놓은 전체 4단계 가운데 '감염자가 점점 늘고 중증자도 서서히 증가해 의료체계에 부담이 쌓이는' 2단계에 해당하는 것으로 판단했다.

1단계는 감염자가 산발적으로 발생하지만, 의료체계에 문제가 없는 상황이고, 3단계는 감염자가 급증해 의료체계 운영에 지장이 생기는 수준이다.

폭발적으로 감염이 퍼져 의료체계가 기능부전 상태에 빠지는 상황이 4단계이고, 정부 차원의 긴급사태를 선포할 시점으로는 3단계 이후로 권고돼 있다.

분과위는 이날 회의에서 3단계와 4단계 상황인지 판단할 6개 지표인 ▲ 병상 현황 ▲입원환자와 자택 등의 요양자 수(10만명당 15~25명 이상) ▲ PCR 검사 양성률(10%) ▲ 신규 감염자 수(1주간 10만명당 15~25명 이상) ▲주간 단위 감염자 추이 ▲ 감염 경로 미확인자 비율(50%)의 상세 기준치를 제시했다.

오미 시게루(尾身茂) 분과회장은 회의 후 기자회견에서 "지표로 제시한 수치는 일종의 기준치로 기계적으로 판단하기 위한 것은 아니다"라며 "지금의 2단계나 최악의 경우 3단계에서 감염 확산을 억제할 수 있도록 정부와 지자체가 조속히 종합적으로 판단해 대책을 시행해야 한다"고 말했다.

지난 4월 7일부터 5월 25일까지 사회경제 활동을 억제하는 긴급사태를 선포했던 일본 정부는 신규 확진자 수로는 최근 상황이 한층 악화했지만 경제적 피해가 커질 것을 우려해 긴급사태 재선포를 주저하고 있다.

코로나19 대책을 이끄는 니시무라 야스토시(西村康稔) 경제재생담당상(장관)은 이날 "신규 감염자 수를 조기에 통제 가능한 수준으로 억제하는 것이 목표"라며 감염 확대 방지와 경제사회 활동의 양립을 도모하는 정책을 추진하겠다는 입장을 거듭 밝혔다.

그는 그러나 신규 감염자 수를 어떻게 억제할지에 대해서는 언급하지 않았다.

스가 요시히데(菅義偉) 관방장관도 이날 정례 기자회견에서 분과위가 제시한 지표 기준을 충족할 경우 긴급사태를 선포할지에 대해 "감염자 추이, 의료체계 상황 등을 바탕으로 전문가 의견을 듣고 종합적으로 판단하게 돼 있다"며 선명한 입장을 밝히지 않았다.

한편 후생노동성은 이날 무리 없이 처리할 수 있는 일본 전체의 PCR 검사 능력이 하루 5만2천건 수준이라며 검사 능력을 더 키우기 위해 장비 구매를 지원하고 전문클리닉을 늘려나갈 예정이라고 밝혔다.

가토 가쓰노부(加藤勝信) 후생노동상은 또 영국 제약사 아스트라제네카가 개발 중인 코로나19 백신이 실용화될 경우 1억2천만명 투약분을 공급받기로 기본적인 합의를 했다고 말했다.

이에 따라 일본 정부가 개발을 전제로 확보해 놓은 코로나19 백신은 미국 제약사 화이자 물량(6천만명분)을 포함해 1억8천만명분으로 늘었다.

일본 정부는 내년 7월로 1년 연기된 2020도쿄올림픽·패럴림픽을 코로나19 환경 속에서 치를 것에 대비해 개발 단계인 백신을 미리 확보하는 데 힘을 쏟고 있다.
