농식품부, 국제농업협력사업 통해 올해 12개국 지원

관계기관 협의회 개최…"한국 농업의 강점 전파할 것"

(서울=연합뉴스) 고은지 기자 = 농림축산식품부는 올해 국제농업협력사업(ODA)으로 12개국과 4개 국제기구를 지원한다고 18일 밝혔다.

농식품부는 2006년부터 개발도상국의 농업·농촌 발전을 위해 농업 분야 ODA를 추진하고 있으며, 사업 첫해 4억원 규모의 3개국 지원사업으로 시작해 올해는 721억원 규모로 확대됐다.

사업 유형도 농촌개발, 농업 인프라 구축 등 토목 중심에서 스마트팜, 농축산물 검역 등 한국의 농업 강점을 전파하는 동시에 농업 가치사슬 구축, 인력 양성, 정책컨설팅 등 현지 농업계획과 연계해 지역주민의 생산성과 소득을 높이는 방식으로 다양화했다.

2018년에는 식량원조협약(FAC)에 가입해 매년 예멘·케냐·우간다·에티오피아 등 4개국에 한국산 쌀 5만t을 지원 중이다.

농식품부는 이날 그간의 추진상황을 공유하고 앞으로의 방향을 정립하기 위해 세종컨벤션센터에서 '2020 제2차 농림 ODA 관계기관 협의회'를 개최했다.

농식품부는 신종 코로나바이러스 감염증(코로나19) 확산에 따른 국경 폐쇄에도 현지 정부와 화상회의를 통해 꾸준히 협의하고 있으며, 비대면 기술을 활용한 온라인 연수 강의나 영상교육 콘텐츠 제작·보급 등을 위한 온라인 플랫폼을 개발 중이라고 밝혔다.

농촌진흥청은 키르기스스탄, 파키스탄과 해외농업기술개발사업(KOPIA) 추진을 위한 양해각서(MOU)를 체결하고 베트남, 미얀마, 케냐에 신규 시범마을 사업을 확대했다. 앞으로는 비대면 기술협력 방식을 도입하고 현지 KOPIA 센터를 활용한 사업 관리를 진행할 계획이다.

산림청은 한국·베트남 산림협력 실시협의록(ROD)을 체결하고, 또 투르크메니스탄 신규사업 추진 등 웨비나·화상회의를 통한 사업을 정상적으로 진행하고 있다고 밝혔다.

이날 농업 관계기관들은 농림 분야 원조 모델을 구축하고 실질적 공동사업을 발굴하는데 필요한 의견을 교환하기 위해 기관 간 협의체를 구성하기로 했다.

협의체에서는 농림 분야 종합 사업모델을 발굴·기획하고, 사업 추진에 필요한 부분을 뒷받침하기 위한 법률적 근거 마련을 검토한다.

또한, 기관 간 비슷한 ODA 사업을 추진하거나 같은 사업이 중복되는 것을 방지하기 위해 융합 프로그램을 확대하고 현장에서 내실화해 나가기로 했다.

농식품부 관계자는 "코로나19로 인해 식량안보, 비대면 디지털경제 등이 중요해지는 상황에서 스마트 농업, 농축산물 검역 등 한국 농업의 강점을 전파하는 것이 중요하다"며 "앞으로도 농림 관계기관과 함께 우리나라의 국격을 향상하고 개도국과의 우호적인 협력기반을 조성하는 데 적극적으로 기여하겠다"고 말했다.
