미얀마, 라카인·친주 인터넷 차단 1년여 만에 풀어

'반군이 활용' 이유로 작년 6월 차단…코로나 정보 접근제약 논란 일기도

(방콕=연합뉴스) 김남권 특파원 = 미얀마 정부가 서부 라카인주(州) 8개 지역 및 친주 1곳 등 9개 지역을 대상으로 한 인터넷 접속 차단 조치를 1년여 만에 해제한 것으로 알려졌다.

일간 미얀마 타임스는 3일 정부 고위 관계자를 인용, 이 지역의 인터넷이 복구됐다고 보도했다.

교통통신부 통신국의 우묘스웨 국장은 신문에 "인터넷 접속을 재개했지만, 테러리스트들이 공격을 감행하기 위해 인터넷을 사용하려는지 감시해야 한다"면서 "그래서 일부 지역에서는 인터넷 사용에 약간의 제약이 있을 것"이라고 말했다.

미얀마 정부는 지난해 6월 19일 반군인 아라칸군(AA)이 정부군에 대한 공격을 모의하고 지뢰를 폭발시키는 작업 등에 인터넷을 활용한다고 주장하면서 두 주 9개 지역에 대해 인터넷을 끊었다.

AA는 불교계 소수 라카인족(또는 아라칸족)의 자치권 확대를 주장하는 세력이다.

우묘스웨 국장은 '제약'에 대해 구체적으로 언급하지 않았지만, 라카인 주민들은 인터넷 접속이 간헐적이고 속도도 좋지 않다고 주장했다고 신문은 전했다.

므락우 지역 우툰따세인 의원은 지역구의 인터넷이 전날 복구됐다면서도 "짜욱또 지역은 여전히 인터넷 접속에 문제가 있는 것으로 들었다"고 말했다.

그동안 인권단체들은 1년이 넘는 인터넷 차단이 '세계 최장'이며 심각한 인권 침해라고 반발해왔다.

특히 신종 코로나바이러스 감염증(코로나19) 사태 와중에서 인터넷에 접속할 수 없으면 위험이 더 커진다면서 인터넷 차단 해제를 촉구했다.

그러나 미얀마 정부는 코로나19 예방을 위한 정보는 휴대전화와 TV·라디오로도 충분히 얻을 수 있다며 이를 무시해왔다.

현재 라카인 주내 코로나19 확진자는 모두 16명으로, 대부분이 방글라데시에서 돌아온 이들이다.
