에어버스, 보조금 논란 해소조치 나서…"WTO 요구 이행"

프랑스·스페인 정부의 대출에 대한 금리 인상키로

유럽국가들 "미국 보복관세 부과 철회해야"

(파리=연합뉴스) 김용래 특파원 = 유럽 최대 항공기 제작사인 에어버스가 유럽 국가들로부터 받아온 자금의 '보조금' 성격을 덜기 위해 자금을 댄 국가들에 지급하는 금리를 인상하기로 했다.

에어버스와 유럽 국가들이 최대 라이벌인 미국 보잉사 및 미국 정부와 보조금 문제를 놓고 오랜 기간 빚어온 갈등을 해소하고, 미국의 보복관세를 막기 위한 조치다.

에어버스사는 24일(현지시간) 보도자료를 내고 A350 기종 개발·생산을 위해 프랑스와 스페인 정부가 에어버스에 제공하는 대출 자금의 금리를 높이기로 했다고 밝혔다.

에어버스의 기욤 포리 최고경영자(CEO)는 "우리는 WTO(세계무역기구)의 요구사항들을 완전히 이행했다"고 강조했다. 그러나 구체적으로 얼마나 금리를 높이기로 했는지는 밝히지 않았다.

에어버스는 이번 조치가 WTO에서 보조금 문제를 놓고 미국 측과 16년에 걸쳐 진행해온 법적 분쟁을 멈추고 미국의 보복관세 부과를 막기 위한 것이라고 설명했다.

WTO는 작년 10월 에어버스에 EU가 불법 보조금을 지급한 점을 인정하고 미국이 보복 관세를 부과할 수 있다고 결정한 바 있다.

WTO가 인정한 EU의 보조금 규모는 1968년부터 2006년까지 180억달러(22조원 상당)다.

미국은 이에 와인, 위스키 등 75억달러(9조원)상당의 EU 제품에 보복관세를 부과할 수 있다는 승인을 WTO로부터 얻어냈다.

유럽 최대의 항공·방산기업인 에어버스는 프랑스와 독일 정부가 지분 11.1%를 나눠 가진 양대 주주이며, 스페인 정부가 지분 4.17%를 보유한 세 번째 대주주다.

에어버스의 발표에 대해 EU와 유럽 국가들에서는 에어버스가 양보했으니 미국도 보복관세를 철회하는 등 구체적 움직임을 보여야 한다는 반응이 나왔다.

스페인의 아란차 곤살레스 라야 외무장관도 이날 트위터에서 "EU가 (WTO의 결정을) 따랐으니 미국도 유럽의 수출 상품에 제재를 가해야 할 이유가 없다"면서 "스페인 상품에 대한 제재를 철회하라"고 미국에 요구했다.

로이터통신은 미국 정부의 한 관계자가 "흥미로운 진전이지만 (발표가) 구체적이지 않고, A380 기종에 대한 불법 보조금 문제에 대한 언급이 없다"고 말했다고 전했다.
