(제네바·서울=연합뉴스) 임은진 특파원 현혜란 기자 = 세계무역기구(WTO) 사무총장 후보 8명이 15일(현지시간)부터 사흘간 WTO 일반이사회에서 정견 발표를 진행한다.

WTO 사무국에 따르면 발표 순서는 후보 등록순에 따라 정해져 첫날은 멕시코의 헤수스 세아데, 나이지리아의 응고지 오콘조-이웰라, 이집트의 하미드 맘두 후보가 발표했다.

이후 이들은 각각 30분 동안 기자 회견을 열고 WTO를 어떻게 이끌어갈 것인지 비전과 포부를 밝혔다.

외무·재무장관을 지낸 나이지리아의 오콘조-이웰라 후보는 차기 미국 대통령에게 어떤 말을 하고 싶으냐는 질문에 "지금 (WTO를) 떠나지 말고 함께 고쳐나가자"고 답했다.

올해 11월 대통령 선거를 앞둔 미국의 도널드 트럼프 행정부는 무역 전쟁 상대국인 중국이 WTO에서 개발도상국 지위를 활용해 여러 혜택을 받았다면서 노골적으로 반감을 표명해왔다.

WTO 사무차장을 지낸 세아데 후보는 "(WTO) 대표단 사이에 신뢰가 완전히 사라졌다"며 "신뢰 부족은 협상을 더욱더 어렵게 만들고, 해결해야 할 현안에 엄청난 압력으로 작용한다"고 지적했다.

전직 외교관 출신으로 WTO에서 잔뼈가 굵은 맘두 후보는 WTO가 "존재를 위협하는 위기"와 싸우느라 "목적의식"마저 상실했다고 진단하며 WTO의 협상 기능을 되살리겠다고 다짐했다.

이튿날인 16일에는 한국의 유명희 산업통상자원부 통상교섭본부장을 포함해 몰도바의 투도르 울리아노브스키, 케냐의 아미나 모하메드 후보가 정견 발표와 기자 회견을 한다.

유 본부장의 정견 발표 시간은 오후 3시, 기자 회견은 오후 5시다.

마지막 날인 17일에는 사우디아라비아의 무함마드 마지아드 알투와이즈리, 영국의 리엄 폭스 후보의 발표가 예정돼 있다.

WTO 사무국은 앞으로 2개월 동안 선거운동을 진행하고 9월부터 탈락 절차를 시작, 늦어도 11월 초순까지 선출 작업을 마무리한다는 계획이다.

역대 WTO 사무총장 중에 아프리카 출신이 없기 때문에 이번 선거에서 아프리카 출신이 승기를 잡을 가능성에 무게가 실리지만 후보 단일화에 실패했다.

나이지리아, 이집트, 케냐에서 모두 사무총장 후보를 낸 것을 두고 오콘조-이웰라는 "모든 후보가 다 자격을 갖췄으며 존경한다"며 에둘러 말했다.

새 사무총장 앞에는 올해 상반기 신종 코로나바이러스 감염증(코로나19)에 따른 각국의 봉쇄 조치로 멈춰선 글로벌 교역의 재개, WTO에서 대법원 역할을 하는 상소 기구 재정비 등을 해결해야 할 과제가 놓여 있다.
