내구성 결함 정의 명문화…방사청 "기준 완화는 아냐·올해 국산 도입여부 결정"

(서울=연합뉴스) 최평천 기자 = K2전차의 파워팩(엔진+변속기) 완전 국산화를 위한 국산 변속기 품질 검사가 개정된 국방규격에 따라 추진된다고 방위사업청이 16일 밝혔다.

당초 K2전차 2차 양산품에도 국산 파워팩이 탑재될 계획이었지만, 국산 변속기가 국방규격에 미달하면서 혼합 파워팩(국산 엔진+외국산 변속기)이 장착된 K2 전차가 지난해부터 납품되고 있다.

방사청은 국산 변속기 품질 검사를 다시 진행한 뒤 방위사업추진위원회를 통해 연내 3차 양산품의 국산 파워팩 장착 여부를 결정할 예정이다.

방사청은 전날 형상통제심의회를 통해 2차 양산 사업 당시 논란이 됐던 모호한 국방규격도 구체화했다. 국산 변속기 관련 내구도 결함의 정의가 추가됐고, 최초생산품 검사의 재검사 방법도 자세하게 적시됐다.

기존 국방규격에는 내구도 결함의 정의가 없어 개발 업체와 방사청 간 이견이 있었다.

당시 내구도 시험 중 고장이 발생하자 업체는 중대한 결함이 아니며 일시적인 조치로 해결된다고 주장했지만, 군과 방사청은 결함으로 보고 국산 변속기가 부적합하다고 판단했다.

방사청은 개정된 국방규격에서 내구도 결함을 '변속기 기본기능(변속·조향·제동)을 상실하거나 심각한 성능 저하가 발생해 더이상 시험을 진행할 수 없는 경우를 말한다'고 정의했다.

이에 해당하지 않은 고장에 대해서는 시험이 중단되지 않는다.

일각에서는 2차 사업 때 발생한 '결함'이 바뀐 국방규격에 따른 '내구도 결함'에는 해당하지 않는 것 아니냐는 관측도 나온다.

K2전차에 국산 파워팩을 달기 위해 검사 기준을 완화했을 수 있다는 주장이지만, 방사청은 이를 부인했다.

방사청 관계자는 "2차 때 결함이 이번 국방규격 개정을 통해 결함이 아니라고 번복될 가능성은 사실상 없다"면서 "변속기 기본 기능에 영향을 미치는 고장은 결함으로 인정되며 국방규격 내구도 기준 시간도 320시간으로 동일하다"고 밝혔다.

이어 "이번 국방규격 개정은 결함에 대해 업체와 기관과의 이견을 좁히기 위한 것"이라고 설명했다.

방사청은 전차·자주포·장갑차의 변속기 국방규격과 K2전차에 장착된 외산 변속기 기준·운용 사례 등을 비교·분석해 개정안을 마련했다.

방사청 김기택(육군 준장) 기동사업부장은 "국산 변속기 국방규격 개정은 K2전차 파워팩 완전 국산화를 위한 출발점이 될 것"이라며 "올해 안으로 K2전차 3차 양산 사업이 착수될 수 있도록 노력하겠다"고 말했다.
