EU 정상회의 상임의장, 경제회복기금 협상교착 타개 모색

2021∼2027년 EU 장기 예산안 규모 축소 제안…북부 지역 회원국 달래기

(브뤼셀=연합뉴스) 김정은 특파원 = 샤를 미셸 유럽연합(EU) 정상회의 상임의장이 EU 경제회복기금 설치를 둘러싼 협상 교착상태 타개를 모색하고 나섰다.

10일(현지시간) 로이터 통신 등에 따르면 미셸 상임의장은 이날 1조740억 유로(약 1천457조원) 규모의 2021∼2027년 EU 장기 예산안을 제안했다. 이는 앞서 EU 행정부 격인 집행위원회가 제안한 1조940억 유로(약 1천484조원)보다 적은 것이다.

미셸 상임의장의 이 같은 제안은 신종 코로나바이러스 감염증(코로나19) 확산으로 타격을 입은 EU 경제의 회복을 지원하기 위한 경제회복기금을 놓고 계속되고 있는 회원국 간 이견을 좁히기 위한 시도로 평가된다.

EU 27개 회원국 정상은 지난 4월 2021∼2027년 EU 장기 예산과 연계된 대규모 경제회복기금을 설치하는 데 합의했다.

이에 따라 EU 회원국들은 EU 행정부 격인 집행위가 제안한 EU 장기 예산안과 7천500억 유로(약 1천20조원)의 경제 회복 기금 계획을 놓고 협상을 하고 있다.

그러나 회원국들은 경제회복기금 규모와 '보조금이냐 대출이냐' 등 지원 형식과 조건을 두고 이견을 드러내고 있다.

특히 재정적으로 여유가 있는 북부 지역 회원국은 자국의 부담 증가를 우려하고 있다.

이 중에서도 오스트리아, 네덜란드, 스웨덴, 덴마크 등 4개국은 대규모 공동 채무에 반대하고 있으며 보조금은 EU 납세자들이 갚아야 하므로 대출 형태가 돼야 한다고 주장하고 있다.

미셸 상임의장이 EU 장기 예산안 규모를 줄여 제안한 것은 이러한 북부 회원국의 우려와 불만을 달래기 위한 것이라고 로이터는 전했다.

미셸 상임의장은 또 경제회복기금 수혜국이 대출을 갚기 시작해야 하는 시기도 기존에 제안된 2028년에서 2026년으로 2년 앞당기자고 밝혔다.

이와 함께 법치 등 EU의 기본 가치 존중을 기금 지원과 연계할 것을 제안했다.

EU 회원국 정상은 오는 17∼18일 벨기에 브뤼셀에서 정상회의를 열고 EU 장기예산안과 경제회복기금 문제를 논의한다. 이 두 안건이 실행되려면 이 자리에서 만장일치로 승인돼야 한다.
