EU, 한국 등 13개국 주민 입국 제한 단계적 해제 권고

(브뤼셀=연합뉴스) 김정은 특파원 = 유럽연합(EU) 27개 회원국 정부를 대표하는 기구인 EU 이사회는 16일(현지시간) 한국 등 13개국 주민에 대한 입국 제한 해제를 권고했다.

EU 이사회는 이날 업데이트한 EU 여행 제한의 단계적 해제에 대한 권고에서 각 회원국이 이날부터 역외 국경에서 입국 제한을 점진적으로 해제해야 하는 13개 국가 명단을 제시했다.

해당 국가는 한국과 알제리, 호주, 캐나다, 조지아, 일본, 모로코, 뉴질랜드, 르완다, 태국, 튀니지, 우루과이, 중국이다.

단, 중국 주민의 경우 중국 정부가 유럽 시민의 중국 여행을 허용하면 EU 입국이 허용될 수 있다는 상호주의를 조건으로 한다.

이는 지난달 30일 처음 발표한 명단에서 재검토를 거쳐 조정한 것이다. 기존 명단에 있던 15개국에서 몬테네그로, 세르비아 등 2개국만 제외됐을 뿐 새롭게 들어간 국가는 없었다.

몬테네그로와 세르비아는 이 두 국가 내 코로나19 확산을 이유로 명단에서 제외됐다고 외신은 전했다.

EU 27개 회원국은 신종 코로나바이러스 감염증(코로나19) 확산을 막기 위해 지난 3월 중순부터 제3국 주민의 필수적이지 않은 EU 입국을 막는 여행 금지 조치를 도입했다.

그러나 코로나19 확산세가 둔화하자 최근 EU 행정부 격인 집행위원회는 7월 1일부터 EU 역외 국가에서 오는 여행객에 대한 입국 제한을 부분적이고 점진적으로 해제할 것을 회원국에 권고했다.

이에 따라 EU 회원국들은 코로나19 상황, 신규 확진자 발생 추세, 대응 조치 등 기준을 고려해 여행 제한 해제 권고 대상국 명단을 작성하고, 2주마다 재검토하기로 했다.

다만, EU 이사회의 이번 권고는 법적인 구속력은 없다. 해당 권고안을 따를지는 각 회원국의 결정에 달려있다.

지난달 첫 번째 명단 발표 이후에도 일부 국가는 권고를 따랐지만, 기존 입국 제한 조치를 그대로 유지한 국가들도 있었다.
