(서울=연합뉴스) 임수정 김다혜 기자 = 은성수 금융위원장은 16일 "주가연계증권(ELS) 규제 방향은 총량을 제한하는 방식보다는 증권사 건전성 비율을 강화하는 방식을 취하게 될 것"이라고 밝혔다.

건전성 비율 강화를 통해 ELS 발행 감축을 유도하겠다는 취지로 해석된다.

은 위원장은 이날 오후 서울 중구 은행연합회관에서 열린 제43차 금융중심지 추진위원회에 참석해 "ELS 규제와 관련해 너무 경직적인 규제보다는 건전성 비율을 관리하는 방향이 될 것"이라고 말했다.

금융당국은 지난 3월 ELS 마진콜(증거금 추가 납부 통지) 사태 이후 ELS 총량 규제안을 검토한 바 있다.

당시 세계 증시 폭락 사태로 외국 투자은행들이 ELS 옵션 투자와 관련해 달러 증거금을 요구했고, 국내 증권사들이 달러를 대규모로 구하면서 원/달러 환율이 급등했다.

이에 금융당국은 ELS 발행 총량을 증권사 자기자본의 1~2배 수준으로 제한하는 방식 등 여러 규제안을 다각도로 검토해왔다.

그러나 증권사들은 ELS 시장 자체를 죽이는 과도한 규제라며 반발해왔다. 외환시장 위험을 줄이는 방향의 개선으로 해결 가능하다는 취지였다.

금융위는 이러한 업계 반응 등을 고려해 증권사 레버리지 비율(자기자본 대비 총자산 비율) 등을 활용한 규제안을 검토 중인 것으로 알려졌다.

은 위원장은 글로벌 금융중심지 육성과 관련해 법인세를 낮춰야 한다는 일각의 의견과 관련해 "법인세 인하는 불가능에 가깝다"고 선을 그었다.

그는 "거시경제 운용 측면에서 볼 때 금융기관 유치하기 위해 법인세를 낮춰야 한다는 이야기는 본말이 전도된 이야기"라며 "홍콩이나 싱가포르 등 도시국가들은 전체적으로 법인세가 낮은 것이라 우리와는 다르다"고 부연했다.

HDC현대산업개발의 아시아나항공 인수와 관련해서는 "이동걸 산업은행 회장이 SOS를 치면 3자 회의를 주선해 볼 수 있다고 했지만, 아직 현대산업개발 측에서 어떠한 답이 온 게 없다"며 "제게 뭔가 요청할 단계가 안 온 것 같다"고 평가했다.
