ECB, 금리·팬데믹 자산매입 유지…"모든 수단 준비"(종합)

월 200억 유로 자산매입 정책 지속 등 기존 입장 유지·재확인

(베를린=연합뉴스) 이광빈 특파원 = 유럽중앙은행(ECB)이 16일(현지시간) 정책금리를 동결하고 신종 코로나바이러스 감염증(코로나19) 대응을 위한 채권 매입을 계획대로 지속하기로 했다.

ECB는 이날 독일 프랑크푸르트에서 통화정책회의를 연 뒤 보도자료를 통해 기준금리를 현행 0%로 유지하고, 예금금리와 한계대출금리를 역시 각각 현행 -0.50%와 0.25%로 유지한다고 밝혔다.

ECB는 인플레이션이 목표치인 2%에 충분히 근접한 수준에 수렴할 때까지 금리를 현행 수준이나 더 낮은 수준으로 유지할 것으로 기대한다고 말했다.

ECB는 코로나19로 인한 경제적 충격에 대응하기 위해 계획한 1조3천500억 유로(약 1천852조6천억원) 규모의 '팬데믹긴급매입프로그램'(PEPP)을 계획대로 계속 집행하기로 했다.

ECB는 지난 3월 7천500억 유로(1천29조2천억원) 규모의 PEPP를 마련하기로 결정한 뒤 지난달 6천억 유로(823조3천억원)를 추가하기로 했다.

ECB는 PEPP 기간을 내년 6월까지로 설정하더라도 코로나19 위기가 끝나야 종결하겠다는 입장을 재확인하며 경제 회복시까지 뒷받침하겠다는 의지를 나타냈다.

또, PEPP로 매입한 채권의 만기 자금을 2022년 말까지 재투자하겠다는 입장을 유지했다.

이어 ECB는 지난해 11월부터 시작된 월 200억 유로(27조4천억 원) 수준의 순자산매입도 예정대로 계속한다고 밝혔다.

코로나19 확산 사태 이후 올해 말까지 한시적으로 1천200억 유로(164조6천억 원)의 자산을 추가로 매입하기로 했던 방침도 유지했다.

아울러 ECB는 목표물장기대출프로그램(TLTRO Ⅲ) 등의 프로그램을 통해 유동성을 충분히 공급하겠다고 했다.

ECB의 이날 발표는 대부분 기존 입장을 유지하고 재확인한 것이다.

특히 ECB는 "인플레이션이 목표를 항해 지속해서 나아가도록 모든 수단을 적절하게 조정할 준비가 돼 있다"고 강조했다.
