취임사에서 국민 안전·개혁과제 완수 강조…"온전한 수사 주체 역량 증명해야"

(서울=연합뉴스) 박의래 기자 = 제22대 경찰청장에 공식 취임한 김창룡 청장은 24일 취임사를 통해 "가장 안전한 나라를 만들고 존경과 사랑받는 경찰이 되자"고 당부했다.

김 청장은 이날 오전 전국 경찰청 내부망에 공개된 취임사에서 "대한민국 경찰은 다시금 변화와 도약의 전환점에 직면해 있다"며 "경찰의 역할과 소명이 국민 행복과 국가 발전에 핵심적 역할을 할 수 있다는 목소리가 높아지고 있다"고 말했다.

이어 "수사권 개혁에 담긴 국민적 뜻을 받들어 온전한 수사 주체로서 역량을 증명해야 할 책임도 크다"며 "국민의 요구와 바람에 얼마나 부응하느냐에 따라 경찰의 성패와 미래가 좌우될 것"이라고 말했다.

김 청장은 사랑과 존경받는 경찰이 되기 위한 출발선으로 '안전'을 강조했다.

최근 공분을 샀던 디지털 성범죄나 아동학대, 반복되는 폭력 사건 등을 언급한 뒤 김 청장은 "이웃에 대한 관심이 첫 단추"라며 "신고를 기다리기만 해서는 국민을 제대로 보호할 수 없고, 경찰의 책임 또한 완수할 수 없다"고 말했다.

이어 "전화금융사기, 사이버 도박을 비롯한 민생·신뢰 침해 사범을 엄단하고 경제적 격차가 안전의 격차로 이어지지 않도록 소외계층 대상 범죄 척결에도 최선을 다해달라"고 부탁했다.

김 청장은 "개혁은 시대정신이자 국민의 준엄한 명령"이라며 "자치경찰제 도입 등 당면한 개혁과제의 기준을 국민의 권익과 인권 보호에 두면서, 국민이 체감하는 개혁의 열매를 맺을 때까지 일치단결해 속도를 높이고 깊이를 더하자"고 요구했다.

그러면서 비대면(Untact) 사회, 디지털 전환에 맞게 영화에나 나올 법한 치안 기술과 장비를 현실화하고 일하는 방식도 혁신적으로 개선하겠다고 밝혔다.

이 밖에도 김 청장은 "경찰 동료들이 자긍심을 가지고 일할 수 있도록 사기를 높이고, 현장에서 법 집행을 주저하거나 정당하게 법 집행을 하고도 어려움을 겪지 않도록 법과 제도를 지속해서 확충하겠다"고 약속했다.

구체적으로 위험성과 책임에 맞게 기본급을 상향하고 경감 근속 승진 제도 개선도 추진하겠다고 밝혔다.

김 청장은 "열린 사고와 겸손한 자세로 힘이 되는 경찰청장이 되겠다"며 "두 귀로 현장의 생생한 목소리를 듣고, 두 발로 일선 구석구석을 누비겠다"고 말했다.

김 청장은 1964년 경남 합천에서 태어나 경찰대(4기) 법학과를 졸업한 뒤 1988년 경위로 임용됐다.

노무현 정부에서 청와대 시민사회수석실 산하 치안비서관실 행정관으로 근무하며 당시 시민사회수석이었던 문재인 대통령과 함께 일하기도 했다.

한편 김 청장은 이날 오전 현충원과 경찰기념공원을 찾아 참배하면서 공식 일정을 시작했다.

참배 후 경찰청에서 열린 취임식은 신종 코로나바이러스 감염증(코로나19) 확산 우려로 참석자를 최소화한 채 진행됐다.

취임식 장소도 강당이 아닌 청장 회의실에서 진행됐다. 경찰청에 따르면 경찰청장 취임식을 회의실에서 진행한 것은 처음이다.

대신 일선 현장에서 근무하는 경찰 10명을 선정해 이날 취임식 사전행사와 취임식에 함께 했으며 취임식은 경찰 내부망을 통해 중계됐다.

또 취임사도 이미 공개된 취임사를 단순히 낭독하는 것이 아니라 김 청장이 직접 설명하는 방식으로 진행됐다.

김 청장은 이날 오후에는 첫 현장 방문으로 서울 용산경찰서 용중지구대를 찾아 국민 안전의 최일선인 지역 경찰과 소통하고 격려할 계획이다.

또 용산구 위기가정통합지원센터도 찾는다.

경찰 관계자는 "아동학대는 보이지 않는 곳에서 반복적으로 발생하기 때문에 피해자를 먼저 찾아 보호하고 지원하는 것이 무엇보다 중요하다"며 "경찰의 노력만으로는 한계가 있어 센터 등 다양한 사회 주체들과 협업을 강화하기 위해 위기가정통합지원센터를 방문하기로 했다"고 설명했다.
