與 "법안상정 시급" 野 "업무보고 후 상정이 관례"

(서울=연합뉴스) 나확진 기자 = 국회 국토교통위가 28일 여야 위원들이 모두 참석한 가운데 처음 전체회의를 열었지만, 시작부터 팽팽한 신경전을 벌이며 정회를 거듭했다.

더불어민주당은 주택법 개정안 등 최근 정부의 부동산 대책을 뒷받침할 법안 상정과 심의부터 먼저 할 것을 주장했고, 미래통합당은 부처 업무 보고도 받지 않은 상태에서 법안부터 먼저 심의하는 것은 유례없는 일로 순서가 아니라고 반발했다.

이날 야당 간사로 선임된 통합당 이헌승 의원은 "아직 법안심사 소위도 구성되지 않은 상태에서 법안을 상정하고 토론하는 것은 맞지 않는 데다, 우리 당 의원들이 발의한 법안은 안건에서 제외돼 있다"면서 이틀간 부처 업무 보고를 먼저 받고 그 이후 간사 협의를 통해 법안을 상정할 것을 주장했다.

여당 간사인 민주당 조응천 의원은 "6·17, 7·10 부동산 대책에 대해 여론의 관심이 집중된 상황에서 후속 입법이 뒷받침되지 않으면 정부 대책이 힘을 못 받는다"면서 빠른 법안심사가 부득이하다고 말했다.

의견이 대립하면서 회의를 40분 만에 정회하고 여야 간사가 의사 진행 순서를 논의했지만, 이견이 좁혀지지 않았다.

속개된 이후에도 여야의 의견이 팽팽히 맞서던 중 참관하던 정의당 심상정 의원실 보좌진 한 명이 갑자기 쓰러지면서 회의는 다시 정회됐다.

한편, 이날 민주당 문정복 의원은 이헌승 의원의 간사 선임에 앞서 "2014년 국토위원으로서 통과시킨 부동산 3법을 통해 시세차익을 얻었는데 국토위 간사 직책을 맡는 것은 대단히 부적절하다"면서 표결처리를 주장해 논란이 일었다.

이 의원은 이에 대해 "8년간 전세를 살다가 구매한 집이 재개발에 들어가 새집을 장만한 것을 투기로 모는 것은 동료 의원에 대한 예의가 아니다"라면서 "강남 3구에 사는 공무원은 공무에서 손을 떼야 한다는 것인가"라고 반문했다.

진선미 위원장은 "통상적, 관행적으로 교섭단체 대표 간사위원은 각 당에 맡기게 돼 있다"면서 표결처리를 하지 않고 이 의원의 간사 선임안건을 통과시켰다.
