(서울=연합뉴스) 정성조 기자 = 진보네트워크센터·민주사회를 위한 변호사모임(민변) 등 시민사회단체들은 21일 서울 종로구 참여연대에서 '디지털 뉴딜' 토론회를 열어 정부가 경제적 논리 때문에 정보인권을 보호하지 않고 있다고 입을 모았다.

이들은 디지털 뉴딜에 대해 "특정 기업에만 이익을 몰아주려는 것"이라고 규정하고 "국민의 사생활을 팔아 경제성장을 하겠다는 것으로 실패가 예정된 정책"이라고 비판했다.

디지털 뉴딜은 코로나19 위기 극복과 향후 글로벌 경제 선도를 목표로 2025년까지 58조2천억원을 투자해 90만3천개 일자리를 창출하고 디지털 전환을 이루겠다며 정부가 이달 14일 발표한 방침이다.

세부 과제로는 정밀도로지도, 안전·취약시설물 관리정보 등 공공데이터를 민간이 활용할 수 있도록 하는 '데이터댐' 사업과 지능형 정부, 스마트 의료 인프라 구축 등이 포함됐다.

그러나 참석자들은 "정부가 이야기하는 데이터의 중요한 부분은 바로 우리의 개인정보"라며 "'개인정보가 아닌 데이터'와 '개인정보인 데이터'를 구분하지 않는 것은 심각한 문제"라고 지적했다.

이들은 개인정보 보호에 관한 정부의 태도를 단적으로 보여주는 사례로 지난 3월과 이달 입법예고된 개인정보보호법 시행령을 들었다.

3월 입법예고안과 달리 디지털 뉴딜 방침과 함께 발표된 7월 입법예고안에서는 기업 등 개인정보처리자가 가명정보(다른 정보를 더하면 어느 정도 개인을 특정할 수 있는 정보)를 결합된 형태로 반출하고 무기한 보관할 수 있게 했다는 것이다.

이들은 "기업들의 요구를 수용해 사실상 개인정보 보호 포기를 선언한 것"이라며 "시민사회는 결합된 가명정보의 목적 달성 후 폐기 의무화 등을 제안했으나 하나도 받아들여지지 않았다"고 주장했다.

참석자들은 "디지털 뉴딜을 비롯해 문재인 정부의 데이터·개인정보 정책에는 정보인권에 대한 어떤 정책적 고려도 보이지 않는다"며 정책적 의지가 필요하다고 덧붙였다.

이날 기자회견에는 참여연대, 무상의료운동본부, 경제정의실천시민연합(경실련), 서울YMCA 등도 참여했다.
