러 극동 '황금어장' 명태·새우·대게 등 어족자원의 보고

잡는 대로 수출했던 러, 부가가치 높이는 현지 가공으로 전환

(블라디보스토크=연합뉴스) 김형우 특파원 = 지난 10일 오후 러시아 연해주(州) 블라디보스토크 프타라야 레치카 재래시장 내 수산물 판매장 코너에서 1년 정도 장사를 해온 점원은 호기심 어린 눈으로 수산물 주변을 둘러보던 기자에게 대뜸 이야기를 건넸다.

신종 코로나바이러스 감염증(코로나19) 여파로 손님이 크게 줄어든 상황에서 점원은 판매장에서 손님을 놓치지 않겠다는 듯 기자에게 "싱싱하고 상품도 최상품"이라고 연신 러시아산 수산물 자랑을 늘어놓았다.

러시아 극동해역에서 잡힌 다양한 수산물 가운데 기자의 눈에 들어온 건 한국 동해에서 오래전 씨가 마른 명태였다.

황금어장인 극동해역에서 가장 많이 잡히는 어종 명태는 러시아에서 민타이(минтай)라고 불린다.

무분별한 치어(어린고기) 포획과 해양환경 변화 탓에 우리 바다에서 사라진 명태가 극동해역에선 넘쳐난다.

알렉세이 부그락 러시아 명태생산자협회 회장은 연합뉴스에 "변동이 있겠지만 러시아 수역 내에서의 명태 양은 상당히 풍부하다"고 강조하면서 지난해 극동해역에서만 170만t 이상의 명태를 잡았다고 설명했다.

우리 식탁에 자주 올라오는 명태의 대부분은 러시아산이다.

한국해양수산개발원 수산업관측센터에 따르면 지난해 국내로 수입된 명태는 31만8천424t이다. 이 가운데 러시아산 냉동 명태(11만2천455t)가 35.3%로 가장 많은 비중을 차지했다.

명태는 보관 방식과 시기, 장소, 습성에 따라 생태, 동태, 북어(건태), 황태, 코다리 등 다양한 이름으로 불린다.

러시아산 냉동 명태는 강원도 등지에서 가공돼 우리 식탁에 오른다.

지난해 하반기에는 이 냉동 명태 수입이 감소하면서 시장 공급물량이 부족해지자 명태 가격이 급격하게 치솟았다.

이로 인해 당시 명태는 '금(金)태'라는 별명까지 얻었다.

국내에서 명태를 잡지 못한 한국 수산업계는 직접 러시아의 배타적경제수역(EEZ)에서 명태잡이에 나선다.

하지만 조업 할당량이 매우 적어서 국내 수요를 다 채우지 못한다. 다행히 올해는 전체적으로 어종별 어획 할당량이 지난해보다 10% 정도 늘어난 것으로 알려졌다.

극동해역 어획량 대부분을 해외에 수출해왔던 러시아 정부는 과거와 달리 최근 자국 수산업 발전을 기치로 내걸고 현지에서 수산물을 가공하는 쪽으로 전략을 선회하고 있다는 것이다.

러시아 명태 생산자협회 알렉세이 부그락 회장은 "러시아에서는 새로운 어선을 건조하고 연안 가공공장 건설의 대규모 프로그램이 실시되고 있다"면서 명태와 관련해서는 향후 25개 가공공장을 건설하고 54척의 어선을 새롭게 건조하는 계획을 세우고 있다고 밝혔다.

과거에는 원양에서 조업해 가져온 수산물을 육지에서 신선하게 보관·처리할 시설이 없었다.

러시아 내에 판매하는 것보다 수출하면 더 많은 이윤을 남길 수 있어 굳이 현지에서 가공·판매할 필요가 없었다.

러시아 정부는 이런 구조를 바로잡기 위해 시설을 건설한 뒤 극동해역에서 붙잡은 수산물을 현지에서 판매하거나, 가공해 고부가가치 제품을 생산하겠다는 계획을 세웠다.

부그락 회장은 "한국은 명태 소비문화가 오랫동안 이어진 나라"라면서 한국 기업들이 극동의 수산물 가공공장 건설에 많이 참여해줬으면 좋겠다는 바람을 내비치도 했다.
