(서울=연합뉴스) 윤우성 기자 = "한국에 머물면서 다른 재한홍콩인들과 홍콩 민주화를 위한 집회나 전시회를 했어요. 앞으로도 계속할 수도 있고요. 중국정부가 이걸 국가안보에 대한 위협이라고 판단하면 제가 반박할 수 있는 길은 없죠." (재한 홍콩인 A(34)씨)

중국 정부가 이달 1일부터 홍콩 국가보안법(홍콩보안법)을 시행함에 따라 한국에서 홍콩 연대집회 등에 적극 참여해 온 재한 홍콩인들의 걱정도 커졌다. 이들이 종전처럼 홍콩 시위에 대한 지지 의사 등을 표명할 경우 홍콩으로 귀국했을 때 홍콩보안법에 근거한 처벌 대상이 될 수 있기 때문이다.

홍콩보안법은 외국 세력과 결탁, 국가 분열, 국가정권 전복, 테러리즘 등의 행위를 금지·처벌하고, 홍콩 내에 이를 집행할 기관을 설치하는 내용을 담았다. 법을 위반하면 최고 무기징역형으로 처벌할 수 있도록 했다. 홍콩 밖에서 이뤄진 법 위반도 국적과 관계없이 처벌할 수 있다.

통계청에 따르면 2018년 기준으로 국내에는 1만2천여명의 홍콩인이 머물고 있다. 이 중 700여명이 유학생이다.

◇ "이민 생각하지만…먼 미래에라도 홍콩이 자유로워진다면 돌아가고 싶다"

한국에 유학하고 있는 홍콩인 유학생 B(21)씨와 C(25)씨는 한국에 머무는 동안 홍콩 시위를 지지하는 집회와 활동에 적극적으로 참여했다. 이들은 27일 '홍콩보안법 시행 이후 해외로 이민·망명하려는 홍콩인들이 늘고 있는데 이민·망명할 생각이 있느냐'는 기자의 질문에 "그렇기는 한데…"라며 말끝을 흐렸다.

B씨는 "어머니가 영국해외시민(BNO) 여권 소지자여서 영국에 이민하거나 졸업 후 한국에서 직장을 구할까 고민하고 있다"면서도 "먼 미래일지라도 자유로워진 홍콩으로 돌아가고 싶다"고 말했다.

C씨는 "원래는 졸업하고 바로 홍콩으로 돌아갈 생각이었는데 홍콩 상황 때문에 한국에서 일자리를 구하려고 한다. 그 뒤는 모르겠다"고 했다.

홍콩보안법 제정 이후 해외 이민을 떠나려는 홍콩인의 숫자가 크게 늘었다. 홍콩 경찰에 따르면 홍콩보안법이 제정된 6월 무범죄 기록 증명서 발급 건수가 2천782건에 달해 전월보다 63％ 급증했다. 이 증명서는 해외 이민에 필요하다.

홍콩의 민주화 인사 네이선 로(羅冠聰) 데모시스토당(香港衆志) 전 주석도 홍콩보안법 시행 이후 영국으로 망명하기도 했다.

또 다른 유학생 D씨는 "나는 학생 비자가 있어 당장은 문제가 없다"면서도 "혹 미래에 인권침해를 피해 한국으로 망명하는 홍콩인이 생기면 한국 정부가 이들을 난민으로 잘 대해주면 좋겠다"고 말했다.

◇ "자유는 인간에게 타고난 권리…앞으로도 홍콩의 민주화 지지할 것"

이들은 홍콩보안법 시행 이후에도 홍콩의 민주주의와 자유를 여전히 지지한다며 목소리를 모았다. 상당수는 집회 활동 등을 이어갈 것이라고 말했다.

A씨는 "중국 본토처럼 한 가지 목소리만 있는 사회보다 다양한 목소리가 존중받는 사회가 훨씬 낫다고 생각하기에 홍콩 민주화 운동을 여전히 지지한다"고 말했다.

B씨는 "지금까지 한국에서 서명운동이나 사회관계망서비스(SNS) 홍보, 집회 등 현 자리에서 할 수 있는 것들을 해왔다. 앞으로도 그렇게 할 것"이라고 밝혔다. D씨도 "자유와 민주는 인간에게 타고난 당연한 권리"라면서 "앞으로도 한국에서 홍콩을 위한 집회나 시민 활동을 이어나갈 것"이라고 했다.

이들은 홍콩보안법에 대해 분명한 목소리를 내지 않는 한국 정부를 이해한다면서도 서운한 마음을 내비쳤다.

C씨는 "홍콩보안법은 인권 문제이니만큼 한국 정부가 정치적 입장을 떠나 분명한 목소리를 내줬으면 하는 마음은 있다"면서도 "국민과 국익을 지켜야 하는 한국 정부의 입장을 충분히 이해한다"고 말했다.

B씨는 "만나본 한국인들은 대부분 홍콩 문제에 대한 관심은 많지만 자기 일이 아니라고 생각하는 것 같았다"고 했다.

그는 "오늘날 홍콩에서 벌어지는 일은 내일의 한국인들에게도 닥칠 수 있는 일"이라며 "한국인들도 인권 문제의 당사자가 될 수 있다는 생각으로 홍콩에 연대하는 목소리를 내줬으면 좋겠다"고 말했다.
